Ishtar (イシュター Ishtar) was a scion of House Freege of Grannvale, daughter of its Duke Bloom, a full-blooded descendant of the Crusader Tordo and the inheritor of the Mjölnir. Widely renowned as a thunder mage of immense power and dubbed the "Goddess of Lightning", she was betrothed to Grannvale's crown prince Julius and served as a warrior in his service, aiding her family in their occupation of the Manster District and later fighting to defend the capital Belhalla from Seliph's impending army.

During Leif's escape from the prison in Manster, Ishtar was present in a room in the centre of the complex, with Julius while he and Manfroy were conferring with Veld, the Loptyr Sect bishop in charge of Thracia's north, on the proceedings of the child hunts of the region. Ishtar was questioned by the three about her family's reluctance to forcibly storm the city of Tahra to begin the hunt there, and when she raised her family's concerns about the immorality of the hunts, Julius attempted to assauge her concerns before taking her away from the conference to observe the flower garden of the complex's yard.
Around the time that Leif's army is marching on Leonster's eastern gate, Julius came down with a severe fever and was hospitalized in Ishtar's quarters in Conote. Refusing to have him attended by Loptyr Sect bishops, Ishtar travelled to Leonster to find Saias, seeking his assistance in healing Julius. After the fall of Fort Danzich and Leif's army's subsequent escape from being cornered there, Ishtar arrived with Julius, who expressed his disappointment with the performance of Freege's forces. She was then escorted by Julius to Miletos at the behest of Hilda, instead of being allowed to assist her father at Conote, but not before she was warned to not see Reinhardt again on pain of his death.

Ishtar is playable as a SpotPass character, released in the "Others" character set. She is present as an enemy unit in the first and third installments of the Rogues & Redeemers DLC series.
