The Exalt and the King/Script
Emmeryn and Chrom arrive at the Ylisse-Plegia border, where its King Gangrel and Aversa await. Aversa claims that Maribelle trespassed on Plegian territory and attacked Plegian soldiers trying to escort her home, while Maribelle explains that the Plegians razed a village and abducted her when she tried to intervene. Gangrel demands the Fire Emblem in exchange for Maribelle's safe return and reveals that with it, he intends to wage war against Ylisse in retribution for the atrocities done unto the Plegians by the previous exalt, Emmeryn's father. Gangrel ceases negotiations and sends Plegian brigands to take the Fire Emblem by force; when Chrom kills one of them in Emmeryn's defense, Gangrel declares he has casus belli. Ricken arrives and rescues Maribelle, while Chrom and the Shepherds drive off the Plegian troops and their commander Orton. Once the battle ends, Lissa and Maribelle reunite. The Ylisseans decide to return to Ylisstol to discuss their strategy.
Summary
Emmeryn confronts King Gangrel of Plegia, who demands the Fire Emblem, an item vital to the world's future. The parley ends with a declaration of war.

Strategy
This section details unofficial strategies that may help with completion of the chapter. This may not work for everybody. |
At the beginning of the chapter, you get two new units. Ricken is your second Mage; he is more durable, but noticeably slower than Miriel. He comes packing an Elwind tome, which makes him a good check against the dangerous Wyvern Riders that plague this chapter. Maribelle has far worse stats than Lissa should at this point, but she has the major advantage of immediate access to horse mobility which she never really loses while Lissa will eventually be rendered obsolete in the face of healers with better combat abilities like Libra and Anna.
If the player is playing on Hard or above and wants to bring Maribelle and Ricken to safety, it is best to clear the first paralogue first in order to obtain the Rescue staff. Luckily, even if your only staff user up to this point, Lissa, has somehow not leveled her magic stat at all up to this point, she can still easily rescue both of them at once. On the first turn, Ricken should pair up with Maribelle, who should move as far south as she possibly can. With pair up bonuses from Miriel, even a level 1 Lissa will have just enough magic to rescue the two across the southeast cliff. If Lissa has at least 6 Magic, Ricken can use the event tile or take a cheap shot at the Myrmidon before escaping; if Lissa has at least 8 Magic, he can take a cheap shot at the Barbarian. Meanwhile, Robin wants to have 15 Magic, 17 Speed, A tome rank, and a Wind tome forged to have +5 Might. With these stats, she can one-round Wyvern Riders, Aegis+ be damned. Finally, make sure to have Sumia start in one of the two northernmost spaces and make sure Frederick has Orsin's Hatchet.
On turn 1, have Lissa rescue Ricken and Maribelle. Send Robin to attack the enemies to the west; if they have any melee enemies with Counter, kill them on player phase, while if they don't, take the forest for improved defense. Enemy magic units are too stupid to attack at one range and cause Counter to trigger. Frederick should move into the range of the Barbarian and Myrmidon to the north, equip a sword, and weaken them for the next turn. There's a single spot on the southern cliffs Sumia can move to which allows her to draw the attention of the central Dark Mage and no other enemies, taking pressure off of Frederick and Robin; the Dark Mage cannot kill her even if he has Luna+ and she is at base level. On turn 2, move Sumia towards the southwestern fortress. Have Robin and Frederick clean up the enemy survivors, and have Lissa and Ricken move as far west as possible and drop their pair-up partners to the west so they can escape the enemy Wyvern Riders coming in. On turn 3, make absolute sure someone is plugging up the southwestern fortress, have Robin kill the western Wyvern Rider, and place Frederick one space north of the fortress with Orsin's Hatchet equipped. Robin needs to start wiping out the incoming attackers while Frederick weakens the reinforcement Fighter with the droppable Hand Axe. At this point, just play defensively, keep your weaker units out of harm's way, and make sure someone has the fortress covered at the end of turn 5.
Once the initial wave is dead, pat yourself on the back and heal up. The northern Wyvern Riders, including Orton, all aggro together. Keep this in mind and send Robin to take care of business. If you are particularly daring, you can take the central fortress with the event tile to wipe out nearly the entire enemy force on enemy phase. Just make sure to keep your weaker units to the south where they won't come into danger.
