Loki (Japanese: ロキ Loki) is a character appearing in Fire Emblem Heroes, primarily as an antagonist for the story of Book II. Originally appearing largely in side chapters as a minor character allied with Veronica, her true appearance and intentions were left unknown, as she would only appear in the form of another character (originally Bruno when first appearing to Veronica, then briefly Sharena and Alfonse before taking up disguise as Anna and deciding to stick with that appearance). Loki has since been given a larger role in Book II, revealed to be the strategist for Múspell.
Fire Emblem Heroes
Role
Loki first appears in Xenologue 2, speaking to Veronica in the guise of her brother, Bruno, introducing the concept of the Tempest; after Veronica figured out Loki wasn't her brother, Loki's disguise capabilities were revealed, first disguising as Sharena, then Alfonse, and eventually Anna before the character's name was revealed. Loki has kept the Anna disguise in place since then.
Loki next appears in Part 3 of Paralogue 10, where Naglfar has apparently been purloined, revealing to Veronica plans to build a bridge over the seas from the south of Zenith so the king of Loki's people can invade the continent to lend their might to the Emblian cause.
Loki appears twice in Paralogue 13. In Part 2, Ayra has to deal with Loki over matters of her contract to Embla. In Part 3, Loki reveals that ample time has been prepared for the rite and that the rainbow bridge will bring their king's forces into Zenith.
In Book II, Loki appears in Chapter 1 with Surtr as he battles Fjorm, and remains behind to finish her off. However, the Order of Heroes shows up, and Loki drops her disguise, revealing her true form. After she is defeated, Loki retreats, noting that she has an interest in the Summoner.
In Chapter 2, Loki appears in Part 5 alongside Surtr and Laevatein to battle the Order of Heroes.
Loki briefly appears at the end of Part 5 of Chapter 3 to remind Surtr and Veronica of the alliance between their kingdoms.
During Chapter 4, Loki once again appears with Surtr and Laevatein in Part 5 to battle the Order of Heroes at the gate to Nifl. The Order of Heroes head through the gate as soon as it is opened again, and as Surtr is about to follow through on his threat to destroy a nearby town, she cools the tension between him and Veronica by pointing out that said town has been abandoned, as well as mentioning that they must focus on conquering Askr and preparing the "Flames of Múspell".
Loki also has a significant role in the story of the Shrouded by the Storm Tempest Trial event. Disguising herself as Fjorm, she tricks Lucina (under her "Masked Marth" persona) into earning her trust until the real Fjorm appears to stop her. Revealed as an imposter, Loki drops her disguise and retreats into the Tempest.

As a playable character
There are two different playable variations of Loki available to Heroes, both of which are tied to her storyline appearance in Heroes. The normal variation of Loki had information as a playable unit added in the Brave Redux update, and became available for summoning by players on October 23, 2018. A spring variation of Loki was added to the game alongside the Regal Rabbits update and made available to players in the thirteenth edition of the Tempest Trials+, "To Defy the Gods", which initially ran from March 23, 2019 through April 2, 2019.

Trivia
- Loki is the first character original to Heroes, and the only one introduced in Book I, who did not appear in any capacity at the game's launch, instead debuting in the update that introduced Xenologue 2 to the game.
