Petra Macneary (pronounced /'pɛtɹə/[key]; Japanese: ペトラ=マクネアリー Petra McNealy) is a playable character appearing in Fire Emblem: Three Houses. She is a student at the Officers Academy and a member of the Black Eagles.
Biography
Petra is a native of Brigid, a kingdom situated on a group of islands off the coast of the Adrestian Empire. In 1175, Petra lost her father during the Dagda and Brigid War at the hands of Count Bergliez, leaving her resentful against the Empire and House Bergliez. As Brigid is subservient to Adrestia, Petra serves as its representative at the Officers Academy once she is enrolled in 1180 on the Black Eagles, whom she learns and fights alongside during her time there.
After the timeskip, if Petra is a member of Byleth's class, she returns to Garreg Mach Monastery on the day of the millennium festival and accompanies them throughout the war. Should Petra not be recruited on the Azure Moon and Verdant Wind routes, she joins the Adrestian Empire post-timeskip and fights in the Battle at Gronder on Adrestia's side alongside Bernadetta, Hubert and Edelgard, only to be forced to retreat. Petra reappears later in Enbarr, fighting either on the city's streets on Azure Moon along with Hubert and a non-recruited Dorothea, or in the imperial palace in Verdant Wind together with Dorothea and Edelgard; she can be circumvented or slain at the player's discretion, although in the latter case, the fact she ambushes Byleth's army as soon they arrive into the palace and the fact she carries the key needed to unlock the throne room means it's very unlikely for her to make it out alive.

Petra is an incredibly strong speed-oriented physical unit. From the beginning, Petra has great bases in speed, highest in the game, and strength, second highest among the Black Eagles. When combined with her great growths in Dexterity and Speed as well as her good growth in strength, Petra will double enemies early or, on maddening, resist getting doubled by the enemy in the early game. As the game continues, Petra will become even faster and will likely end up doubling some of the fastest enemy units in Part I, maddening excluded. Overall, Petra's high speed makes her a reliable high damage output frontliner while also granting her general bulk by having enough speed to not get doubled. Another boon of Petra's high speed is the high avoid it grants her, which when combined with the inherent Avoid +10 granted by most flying classes and mid to late game skill of Alert Stance+ allows Petra to reliably reduce enemy hit rates to the teens or single digits, bolstering Petra's above average bulk. Petra also has good boons in two of her late game combat arts of Finesse Blade and Waning Shot. For those rare enemies Petra cannot double Finesse Blade's high damage output will ensure Petra can finish the job. On the other hand, Waning Shot is a 2-3 range bow art that reduces enemy strength by five, consequently reducing their AS by one, a useful boon in the late game and on higher difficulties. Petra's shortcomings lie in her low charm growth making her unreliable at dodge tanking enemy gambits and her inability to keep pace with the fastest enemy units in Part II on maddening. Enemy Swordmasters, Heroes, and all Brawling classes have insane speed that even Petra will be doubled by unless you heavily invest all Speedwings and Speed Carrots into her, though dodge tanking does help with this weakness. Petra's personal skill of Hunter's Boon, which grants her an additional twenty crit against enemies with less than 50% of their HP left, is also a bit situational as Petra can usually manage to defeat enemies with less than half their health without landing a crit, though against enemy boss monsters with massive health bars the skill can prove useful.
Petra is one of two characters who has a strength in both Axes and Flying; moreover, Petra's strength while good would do well to be boosted; thus, Petra's best, and easiest, promotion path is Fighter to Brigand—master the class for Death Blow—after which she should promote to Wyvern Rider and end as a Wyvern Lord. Alternatively, if you want a flying class as soon as possible, a promotion to Pegasus Knight is still a decent option. Even picking up Darting Blow to ensure Petra doubles all Part II enemies on lower difficulties is a good option. Additionally, if you want to maximize Petra's speed and her dodge tanking ability for the endgame, choose Falcon Knight over Wyvern Lord. As a side note, while the game pushes Assassin onto Petra, it pales in comparison to either flying mounted class. Class changing into an Assassin will give Petra overkill speed for any difficulty aside from maddening, and on maddening the class modifier to speed will still prove lacking against the fastest enemy units. In addition to overkill speed, the class does not have Canto or offer the option to build Flying rank in combat to work towards obtaining Alert Stance+, a measure which may prove essential in obtaining it in time if playing the comparatively shorter Crimson Flower route. Moreover, Falcon Knight has the same speed modifier while providing boons in other stats, has the option to build towards Alert Stance+, and has an inherent +10 bonus to avoid, rendering Assassin a sub-optimal option when compared to the masterful combat and mobility of Wyvern Lord and Falcon Knight.
Recruiting for Other Routes
When recruited outside of the Black Eagles route, Petra will come with training in swords and axes. Petra's recruitment requirements of a C in riding is somewhat less than ideal, though this can easily be lowered to a D by achieving a B rank support with Byleth as she is not essential to recruit early. Due to how units scale before recruitment, Petra has a slightly accelerated strength growth so a late recruitment is actually beneficial. Even when she is recruited fairly late into Part I, Petra can still easily become a Wyvern Lord with some attention during tutoring and from then on perform as she would in the Black Eagles.

Role
Petra is one of the characters added to the game in the Omnicidal Witch update, and became available for summoning by players on August 7, 2019. Only one variation of Petra is currently available in Heroes, based on her Three Houses Part I incarnation.

Petra is a playable character in Fire Emblem Warriors: Three Hopes. If the player chooses the Black Eagle house, Petra joins at the beginning of Chapter 2; however, she is not actually playable until Chapter 3.
In the Azure Gleam route, Petra appears as a boss in Ailell at the end of Chapter 4. If the player sets "Recruit Petra" as one of the battle strategies, she becomes playable, joining the Kingdom army upon her defeat and remaining with them thereafter. Doing so triggers a special scene after the battle, where Monica tells Edelgard that Petra was captured by the enemy.

Byleth, Wandering Flame/Ruler of Dawn & Petra, Seafaring Princess (Silver Snow, Verdant Wind)
After ascending the throne as the first leader of the United Kingdom of Fódlan, Byleth announced his marriage to Petra. In light of her love for her spouse and her unique position to act as a bridge between the two regions, Petra entrusted her homeland's throne to her family and remained in Fódlan. Together, the two worked hard to restore Fódlan and improve relations with Brigid. The foreign royal was initially met with skepticism, but in time, the people of Fódlan accepted and adored Petra. As Byleth set out to fight those who slither in the dark, Petra left the throne of Brigid to her family to follow him. The pair fought many hard battles together against this terrifying enemy before finally emerging victorious after the long war. Finally able to breathe easy, they took up residence in the city of Nuvelle, which lies on the western fringe of Fódlan, where they enjoyed the same waters that touch her homeland of Brigid. As their love grew, so did their mastery of each other's native language.
Claude, King of Unification & Petra, Queen of Brigid
Claude left Fódlan, entrusting its future to his friends. He intended to travel to his homeland of Almyra, but his love for Petra instead drew him west, to Brigid. He won her affection, and after receiving the blessing of her grandfather, the king of Brigid, the two were wed. Some years later, each inherited their respective thrones. As the monarchs of Brigid and Almyra, Petra and Claude fostered friendly diplomatic relations between the two regions and Fódlan.
Hubert, Emperor's Confidant & Petra, Queen of Brigid
Shortly after the war, Brigid renegotiated its diplomatic arrangement with the Adrestian Empire, ending its service as a vassal and becoming a full ally. As part of that agreement, Petra, queen of Brigid, was wed to Hubert, Marquis Vestra. Some say that the marriage was purely political, ordered by Emperor Edelgard, while others insist that it was of their own accord. Although they led busy lives, and sometimes lived separately. Still, their shared home in the western Fódlan village of Nuvelle was filled with their many children, suggesting a loving union.
Ferdinand, Noblest of Nobles & Petra, Queen of Brigid (Silver Snow, Azure Moon, Verdant Wind)
After officially becoming Duke Aegir, Ferdinand worked to restore the territory, and as part of that effort, sought to develop an improved relationship with Brigid. He reached out to Petra, who had inherited the throne of Brigid, and she agreed to send resources for the relief effort. At the same time, the two continued their private relationship across borders, and when Aegir territory had recovered, they married. Ferdinand relocated to Brigid with his queen, and the pair worked tirelessly to improve diplomatic relations. Their work involved much travel, but they made sure to find time once in a while to stop and enjoy their happiness.
Ferdinand, Noblest of Nobles & Petra, Queen of Brigid (Crimson Flower)
After officially becoming Duke Aegir, Ferdinand asked Emperor Edelgard if she would make him her minister of foreign affairs rather than her prime minister. She granted his wish, and his first task in his new position was to negotiate with Petra, who had inherited the throne of Brigid and declared her Kingdom's freedom from Imperial vassalage. Ferdinand and Petra collaborated to deepen the friendship between their nations and forge a strong, enduring alliance. As a symbol of the nations' friendship, Ferdinand and Petra took up residence together in Nuvelle, on the western fringe of Fódlan. It is said that they negotiated for years to achieve this compromise.
Linhardt, Ragamuffin Sage & Petra, Queen of Brigid
Petra returned to her homeland of Brigid, and inherited the throne from her grandfather. As ruler, she declared independence from Fódlan, and renegotiated Brigid's diplomatic relationships on more equal terms. Next, she introduced industrial practices that were modeled on those of Fódlan, vastly improving her homeland's economy. This rapid development surprised those abroad, until it was discovered that the improvements came thanks to the counsel of Petra's husband, Linhardt, who had left Fódlan to offer Brigid his talent and insight. It is said that the couple maintained a healthy and affectionate relationship, and that they raised many happy children together.
Caspar, Hotheaded General & Petra, Queen of Brigid
Petra returned to her homeland of Brigid, and inherited the throne from her grandfather. As ruler, she declared independence from Fódlan, and renegotiated Brigid's diplomatic ties to Fódlan and Dagda on more equal terms. At every step along the way, she was accompanied and supported by her husband, Caspar, who had left Fódlan behind to be with her. It is said that the people of Brigid were initially suspicious of the union, due to Caspar's relation to a nemesis of their homeland, but that his tireless efforts on Brigid's behalf endeared them to him over time. It certainly helped that he made the queen very happy.
Dorothea, Devoted Heart & Petra, Queen of Brigid
Petra returned to her homeland of Brigid, and inherited the throne from her grandfather. As ruler, she declared independence from Fódlan, and renegotiated Brigid's diplomatic ties to that nation on more equal terms. At every step along the way, she was accompanied by Dorothea, who had left Fódlan behind to support her. Dorothea used the connections she had made in her time at the opera to her benefit, and even worked reluctantly with the Fódlan nobility for Petra's sake. The people of Brigid were skeptical of her at first, but warmed up to her over time. It is said that she became the person whom Petra loved the most.
Petra, Queen of Brigid & Ashe, Arrow of Justice
Petra took Ashe with her to her homeland of Brigid, where she inherited the throne from her grandfather. With Ashe's guidance, she established an order of knights, and used that order to declare independence from Fódlan and renegotiate diplomatic ties on more equal terms. Over years of work reforming diplomatic and military policy together, Petra and Ashe fell in love and eventually were married. The people of Brigid warmly embraced the union. It is said that the name of the knightly order, the Blue Sun, was born of their mutual love of swimming in the sea.

Petra returned to her homeland of Brigid, and inherited the throne from her grandfather. As ruler, she declared independence from Fódlan, and renegotiated Brigid's diplomatic ties to Fódlan and Dagda on more equal terms. At every step along the way, she was accompanied and supported by her husband, Ignatz, who had left Fódlan behind to be with her. Trade with Fódlan boomed under Petra's reign, thanks in no small part to the Victor Trading Company. But while Ignatz was happy to support Petra's goals, he remained focused on his work as an artist. His picturesque renditions of the Brigid landscape, done in the Fódlan style, were held in high regard all over the world.
Petra, Queen of Brigid & Cyril, Limitless Potential
Petra returned to her homeland of Brigid, and inherited the throne from her grandfather. As ruler, she declared independence from Fódlan, and renegotiated Brigid's diplomatic ties on more equal terms. Some years later, the Church of Seiros expanded its reach to Nuvelle, a town in western Fódlan. The priest sent to this new church, for the purpose of keeping up relations with Brigid, was none other than Cyril. He and Petra met frequently, first for public relations, and then for more private reasons. They fell in love, and were ultimately wed. It is said that their union served as a symbol for the friendly ties between the two countries for the whole of their lives.
