Shura (Japanese: アシュラ Asyura) is a character in Fire Emblem Fates. The Hoshidan-born leader of a Nohrian band of thieves, having formerly lived in the now-ruined Duchy of Kohga and formerly served royalty, Shura keeps low by disguising himself as a common crook.
Biography
Birthright
Corrin and the Hoshidians have arrived in Windmire, the seemingly-barren capital of Nohr, and find themselves having to deal with a band of local ruffians, led by Shura, who tells them that the group is in the bad part of town and shouldn't be walking the streets by themselves less they run into some bad characters. As Corrin starts to deduce that Shura is referring to himself as one of the bad characters, Takumi states that the group is surrounded yet their opponents don't appear to be Nohrian soldiers. Shura states that things can go easy, and asks Corrin's army to hand over all their valuables including Corrin's Yato, to which Corrin states that they have no choice but to fight Shura's army.
After being defeated, Shura is surrounded by the Hoshidians. Shura demands they simply kill him if they plan to tie him up. Azura asks to speak with Shura, deducing that he may know about the secret passageway to Castle Krakenburg, surprising Ryoma. Azura reveals that, back when she was stolen away from Nohr, her captors did so from a secret tunnel leading from the castle, made long ago for the purpose of infiltrating the castle unseen and that Garon and the Nohrian royals know nothing about it; Azura deduce that, if the tunnel is still there, it would benefit the group greatly, then asks Shura if he knows about the tunnel, to which Shura states that he knows but will only talk if well compensated, prompting Ryoma to reveal that he'll give Shura gold on his honor as the high prince, surprising Shura and prompting Ryoma to properly introduce himself. Shura asks Ryoma to accept his apology and that he had no idea who he has and introduces himself as a ninja of Kohga, a land that now exists only in memory, prompting Ryoma to state that he hasn't heard that name in many years. Shura proceed to reveal Kohga as a kingdom that had bordered Mokushu and known for its ninja dojos until it was conquered by Mokushu, slaughtering most of its people and the rest forced to flee. Shura reveals that he was denied entry into Hoshido as a refugee, thus he came to Nohr to live as a thief while searching for others like him and trying to stay afloat. Ryoma apologizes to Shura for the troubles Hoshido caused him and vows to help him reclaim his homeland once the war ends, on the condition that Shura fights alongside them to help make the world a better place, to which Shura states his approval, and shows them the tunnel to Castle Krakenburg.
Conquest
While the Nohrians are at sea en route, the army's ship falls prey to what the army believes to be Hoshidan ninja out to plunder their gold, tasking the army to attempt to defend their gold stash, who is revealed to be Shura. Xander states that Shura is a Nohrian pirate that leads his men just like ninja, then states he must be stopped.
Once the battle ends, Xander tells Shura that the battle is over and asks him to surrender quickly if he knows what's good for him, to which Shura asks what Xander will do next, stating he'd rather live than die. Shura reveals he was one of the people responsible for kidnapping Azura away years back, revealing that he was commissioned by Yukimura and led him through the secret tunnel leading into Castle Krakenberg. Azura asks how a Nohrian could perform that task, to which Shura states he's not a Nohrian, he's actually a ninja from Kohga, a land that now exists only in memory, and states that his clan served Hoshidan royalty long ago and feels he can avenge hs clan's loss; Shura states that he could help take out the Mokushu should war break out and states that Yukimura may have never realized that he enlisted the help of a ninja from the Kohga. Azura states that she learned of the destruction of the Kohga by the Mokushu and asks Shura if that's how he became a thief; Shura states that he was chased from home once the Kohga fell and separated from the other survivors, and chose to steal rather than die, eventually carvng himself a life in Nohr as a pirate, and now wishes to return to Hoshido to exact revenge. At this point, Corrin must decide to whether kill Shura or spare him.
If Corrin chooses to kill him, he is shocked by this, but accepts his fate nonetheless and he won't join the army. If Corrin chooses not to kill Shura, Corrin decides they know in their heart that they can trust him and allows him to join their cause, to which Shura thanks Corrin. Corrin states that Shura's been through a lot and is overdue for some mercy, but states that if he places even one toe out of line, they will personally kill Shura, vowing that nobody will endanger their family, to which Shura vows he will never betray Corrin's kindness. Shura stays with Corrin's army throughout the war and helps settle the age-old conflict between Hoshido and Nohr.
Revelation
Shura arrives at the Sevenfold Sanctuary, seeming to seek audience with the Rainbow Sage so that he can receive the strength to rebuild his nation. Corrin meets up with him, and surmises that he is a thief looking to steal from the sanctuary. Shura denies this, stating that he wants the Sage's gift of strength to defeat Kotaro, daimyo of Mokushu, as revenge for destroying his homeland. Corrin tells him that they already defeated Kotaro prior. Surprised by this, he thanks Corrin for getting his revenge and recognizes Corrin as the kidnapped Hoshidan prince/princess, and agrees to help them on their quest.

Shura, Righteous Rebel (single ending)
With help from the Hoshidan royal family, Shura began the difficult task of rebuilding the kingdom of Kohga. Putting his outlaw past behind him, he eventually ran for office and was elected governor.
Shura, Righteous Rebel & Corrin, Crux of Fate (Birthright and Conquest)
With cooperation from Hoshido, Shura dedicated his life to rebuilding the kingdom of Kohga. Corrin was hailed as a hero, working alongside her spouse to spread peace worldwide.
Corrin, Queen of Valla & Shura, Righteous Rebel (Revelation)
The two spent the rest of their lives together, Corrin ruling as the wise Queen of Valla. With his wife's support, Shura successfully continued to rebuild the kingdom of Kohga.
