Wanderer (Japanese: 流浪 Wandering) is the ninth chapter of the Revelation campaign in Fire Emblem Fates. In this chapter, Corrin, en route toward Izumo trying to gain allies to fight a common enemy to Hoshido and Nohr, find themselves on the wrong end of an illusion and nasty rumors, and thus end up pitted against the Wind Tribe. Finding an ally from another tribe straight away, it is up to Corrin's army to fight their way to convince the Wind Tribe's chieftain about their true intentions to the best of what their methods allow.

We witness Garon sitting on his throne at Castle Krakenberg in Nohr, making note as to how Corrin is still alive and knows a truth he/she should not know, then reveals that he has already set a plan into motion that will easily crush Corrin; Garon states that the world is already his but doesn't know it yet. We then witness Elise eavesdropping on Garon, stating that she doesn't like the developments she's heard and starts to look for Xander; Camilla arrives on the scene and tells Elise not to get involved, revealing that something's not right about Garon and Elise asks if they should help Corrin, but Camilla tells her not to as one wrong move could cause Corrin more trouble and that they must simply watch what happens for now, which Elise reluctantly agrees.
Over at the Eternal Stairway in Hoshido, we witness Corrin, Azura, Sakura, Kaze and Gunter making the climb; Corrin wonders how long the climb is, to which Azura states that she doesn't know yet also states that the Eternal Stairway is the quickest route to their destination; Azura and Sakura reveal that they are en route to Izumo, which has declared neutrality and won't allow fighting of any kind on their land, and as such their best chance of avoiding conflict with Hoshidan forces. As Sakura notices the fog getting thicker, some Faceless appear in front of the travelling party, prompting Corrin, Kaze and Gunter to fight them; after a short time, we notice that the Faceless have turned into human bodies, after which Corrin asks that everyone hold their attacks and reveals that they've been fighting humans, with Azura stating that the humans are members of the Wind Tribe. We then notice Iago on the scene, who teleports away; Corrin and Azura proceed to deduce that the may have fallen into a trap and that they should head for the Wind Tribe's village to explain what happened.
As Corrin's party arrive at the Wind Tribe village, they run into two Tribalists who recognize Corrin's party as the ones who attacked their fellow villagers along the Eternal Stairway; Corrin attempts to explain their plight and the events on the Eternal Stairway, but his/her pleas fall on the Tribalists' deaf ears. Sakura states that the party should head for Reppu Castle, where the tribe's chieftain lives, and try to convince the chieftain and in turn the rest of the Tribalists; Azura notices that the winds have calmed down for the moment, as Reppu Castle is normally protected by strong wind gusts. Azura states that there is no guarantee that the chieftain will listen to their plight even if they do reach the castle, to which Corrin states that they need to gather as many allies as possible and that the only way to do so is to build trust along the way.
Deeper into the village, Corrin and Azura are approached by the chieftain, Fuga, to which Corrin and Fuga introduce themselves to each other; Fuga states that word of Corrin's plight has reached him--deducing that he/she has chosen to side with neither Nohr nor Hoshido and instead wishes to destroy both kingdoms, and has chosen to start with the Wind Tribe by attacking his brethren. Corrin states that he/she does not wish to destroy both kingdoms, then almost inadvertently reveals the plight of Valla before Azura stops him/her; Corrin rewords the plight in a more vague fashion, to which Fuga states that he does not believe Corrin's explanation and calls Tribalists to attack Corrin's army. As Corrin wonders if there is nobody in the area who believes his/her plight, Rinkah arrives onto the scene and calls Fuga to hold his Tribalists, she states that she has been searching for Corrin and states that his/her decision has thrown both Nohr and Hoshido into chaos. Rinkah then reveals Fuga's accusation as being rumors floating around and states that she knows Corrin is not the type of person to go about trying to destroy both Hoshido and Nohr and that she believe in him/her; Fuga wonders why the daughter of the Flame Tribe's chieftain would protect Corrin, to which Rinkah reveals that she owes him/her a debt for saving her life and begs Fuga not to kill him/her over a misunderstanding or especially false rumors--stating that her father would listen to what Corrin has to say. As Fuga and Rinkah call out each other on their beliefs, Fuga challenges Rinkah to a fair fight, to which Rinkah accepts and Corrin calls his/her army into battle. Preparations take place at this point; once preparations are finished, the game reveals the stage's wind gimmick before the battle begins.
Once the battle ends, Corrin apologizes for what happened along the Eternal Stairway to which Fuga accepts, then begins talking about the Yato and Fuga's friendship with Sumeragi; after Fuga explains a bit more about the Yato, he states that Izana of Izumo should be even more familiar with the subject of the Yato. Fuga states that he will offer aid to Corrin's army and offers the services of one of his diviners, Hayato; Hayato, after an initial misunderstanding by Corrin, introduces himself to the group, after which Corrin states that the group is off to Izumo.
Summary
Putting her faith in Corrin, Sakura and her retainers join the group. Together, they set out for Izumo, using the Eternal Stairway as a shortcut.

This chapter features winds that can move units. At the end of the turn, these winds will push all player units within them five spaces up or down depending on their color; yellow winds push up, orange winds push down. If the space the unit would be moved to is untraversable, the unit will instead be moved to the closest safe space.
These winds follow a set pattern; the pattern is as follows:
