Clifford is possible the greatest example of Berwick Saga using its mercenary mechanic to balance a character. At a glance, Clifford is an incredibly good character at almost any point in the game. At base level, he is marginally better than Ward in everything except hp, though it matter more than you might think. His speed advantage makes quite a significant difference since it is high enough to the point where he can counter 1-range enemies if given the chance to, he also comes with the Shield Master skill, meaning his block chance will be 16% higher than Ward's at any given time assuming the same shield is being used. So really, his most significant trait compared to anyone else is his absurdly good defenses, but he still excels better in offenses than most other characters who can use shields. His starting inventory gives him a significant edge over other spear users, as he has the Needle Spear, which otherwise cannot be used by anyone else unless Clifford becomes a permanent recruit or one of them is bought later in the game. The Needle spear helps a bit with the disadvantages of spears by having relatively good accuracy and might, on top of an innate crit rate. However, Clifford is still limited by his class and abilities, meaning he cannot become quite the damage powerhouse as much as characters like Dean and Sherpa. Clifford also has the Provoke skill, which can be useful in many situations to prevent dangerous enemies from attacking someone less equipped to deal with them, which is arguably much more useful than Ward's Guard skill.

Perhaps the most important factor to Clifford's usefulness is his entry price, he costs over 2000D to be hired at base price, which is far higher than what most other mercenaries charge. So while he is certainly going to be effective in almost any situation, he is balanced by if the player thinks he is worth the price, and on top of that, he will not permanently join unless Ruby is promoted (which is pretty difficult). So, being able to use him for the final two maps in the game has somewhat of a steep price compared to most other mercenaries who will usually join permanently at some point if you use them a lot.
