Pact-Maker is a skill which debuted in Fire Emblem Echoes: Shadows of Valentia. A passive skill linked to Jedah, Ganeph, and Rinea, as well as to Marla and Heste in chapter 5, Pact-Maker allows its user to not expend any HP when using any kind of magic.
