The Heaven Seal is a promotion item exclusive to Fire Emblem: The Blazing Blade. The Heaven Seal serves to promote the game's Lord characters. Lyn and whichever of Eliwood and Hector isn't the player's main lord can freely make use of two of the Heaven Seals as long as they've reached level 10; the third one, which never appears as a proper item, is used to automatically promote the player's main lord at the end of chapter 27 (29 in Hector's tale) regardless of their level.
