Unfulfilled Heart (Japanese: 届かぬ手、届かぬ心 Unfulfilled hand, Unfulfilled heart) is the twenty-fourth chapter of Eliwood's tale and twenty-sixth of Hector's tale in Fire Emblem: The Blazing Blade.
Which chapter is played next depends on the combined experience of eight units; if the combined experience earned by Serra, Erk, Priscilla, and Lucius is equal to or greater than that earned by Dorcas, Bartre, Guy, and Raven, Kenneth's version of Chapter 25E/27H will be played; otherwise, Jerme's version will be played.
Plot

Eliwood, Hector, and Lyn arrive at the royal palace of Bern; the castle's impressive defenses and lack of sentries despite a recent theft cause Eliwood's suspicions of King Desmond's involvement in the theft of the Fire Emblem to grow. The lords need clues as to the Fire Emblem's current whereabouts, so they sneak into the castle; they arrive in the inner garden, and hide themselves in a nearby thicket before Zephiel and Guinivere enter.
Zephiel has come to the palace to check up on his sister; Guinivere is overjoyed that Zephiel has come to visit; then, Desmond arrives to visit his daughter. Desmond is indignant to see Zephiel, who he has barred from the royal palace. Zephiel came to give Guinivere a baby fox he and Murdock caught. Desmond sends Guinivere away to play while he scolds Zephiel for disobeying him; he accuses Zephiel of cynically vying from the throne before sending him away. Desmond reflects on why he hates Zephiel as Sonia appears; Sonia confirms that the Fire Emblem is safe at the Black Fang's headquarters. They then discuss the other plan they have for Zephiel; Desmond plans to occupy Murdock, leaving Zephiel without protection. Sonia then senses someone's presence, but concludes it was Guinivere as she approaches. Desmond quickly sends Sonia away and greets Guinivere, who is wondering where Zephiel went; Desmond attempts to distract her from Zephiel's absence and play with her, but Guinivere insists that she play with Zephiel and leaves to call him back. Desmond takes the kit that Zephiel gave Guinivere and orders for it to be killed without Guinivere's knowledge. The Lycian lords, now knowing the Fire Emblem's location, exit the palace before they are found.
Outside the palace, Nils and Ninian await the lords' return. Nils remarks that Hector is unlike other nobles, and ponders what Elibe would be like had the people from the Scouring were like him. Nils then confronts Ninian on her feelings for Eliwood and tells her that he must not fall in love with him. Ninian becomes distressed and requests to be alone. As the lords approach their rendezvous point with Nils and Ninian, Vaida approaches Nils, without him detecting her, and confirms that he is one of the children Nergal is searching for. The lords soon arrive to protect Nils, to Vaida's pleasure; she admits she has been waiting for the chance to take out Eliwood and his group and hand Nils and Ninian over to Nergal.
Once battle preparations have been completed, Pent and Louise inform the group they will be assisting them in battle as well. Pent gives Eliwood or Hector (in their respective tales) a Heaven Seal. It does not work; Pent suggests giving it to the other lords, and assures them that it will work for them one day.
As they are unable to defeat the group, the Black Fang forces eventually flee, ending the battle. Ninian and Nils take the opportunity to inform the lords that Nergal's power is returning, as evidenced by the enhanced Spear Vaida was wielding. Lyn begins to track the retreating forces, and the group follows her.

This survival chapter is a rather pragmatic one: your units are separated between the north and south, and the three lords must be deployed. Simply last for 11 turns, and the battle is won.
In the meantime, Pent and Louise will join you. They have an A support with each other, which allows them to avoid hits and deal critical hits more frequently. Do take care to keep both of them alive, however, as both will leave the party if either is defeated in battle.
Quite notably, this chapter is infamous for the exploitation of the enemy control glitch, as this allows the player to control Vaida into giving her iconic "Uberspear" to a fellow enemy unit with a droppable item or even the player's supply convoy if it is in range.
Trivia
- Vaida wields an enhanced variant of the Spear that provides her with extreme stat bonuses, colloquially known as the "Uberspear". Through use of the Mine glitch, it is possible for the player to obtain this Spear for their own use.
