Pablo appears as the boss of Chapters 10 and 13 of Eirika's route.

Pablo is responsible for the mercenary troop, led by Binks, attacking Eirika during Chapter 9.

During Chapter 10 Pablo is searching for Klimt so he can kill him. He also orders his mercenaries to attack Prince Innes of Frelia to garner Grado's trust. Pablo fails to locate Klimt and Eirika's forces arrive from the north, due to Binks having failed in stopping her, and rescues Innes while chasing off Pablo.

Pablo returns in Chapter 13, he is being hounded by Frelia's forces and attempts to meet up with Aias and Grado's forces. Doing so he inadvertently encounters Eirika's forces once again.

Technically speaking, it is possible to conclude Chapter 13 without killing Pablo; upon doing so his fate afterwards is not elaborate, though it can be presumed he is killed when Raustens reinforcements arrive to assist Eirika.

Personality and character
Pablo sees his actions, allying with Grado, as rational and the correct choice for Carcino's future. After finding himself at odds with fellow councilman Klimt he attempts to have him murdered and shows no remorse for this. Pablo is also unafraid to use money to get what he wants out of people.
When he is killed his last thoughts are of the loss of his gold; implying he has a particularly greedy nature.
