The scene opens on a snowy mountain fortress in [[Bern]]. [[Sonia]] has followed [[Nergal]]'s orders and has called the [[Four Fangs]] to give them a new target: Eliwood. [[Lloyd]] is suspicious of Sonia's orders and questions if these are truly the orders of their father, [[Brendan Reed]]. Brendan passively confirms that the orders are his. Sonia takes the opportunity to talk down to Lloyd for questioning her and even jeers that Lloyd is too afraid to take on Eliwood. [[Linus]] attempts to defend his brother against Sonia's harsh words but Lloyd tells him to calm down. Lloyd assures Sonia that he, nor Linus, have any intention of neglecting their duty as two of the Four Fangs and promise to kill Eliwood, assuming that he is indeed an evil person. Sonia is satisfied with Lloyd's answer and ends the briefing.
The [[Four Fangs]] gather on a snowy mountain fortress in [[Bern]], where [[Sonia]] orders them to find and kill [[Eliwood]]. [[Lloyd]] and [[Linus]] clash with Sonia, but agree to follow the mission.


Meanwhile, at a fortress on the border of [[Ostia]], [[Hector]], [[Eliwood]], and [[Lyn]] await [[Uther]]'s arrival. Eliwood wonders why Uther would decide to meet outside of the capital. Hector informs him that Uther likely wanted to speak freely without the fear that foreign spies could be listening. The three lords continue to chat when [[Nils]] suddenly says that he feels tired and collapses causing [[Ninian]] to panic. The lords quickly come to Nils's side and Hector suggests they move him to a room where a healer can look after him. Ninian rejects his suggestion saying that they must not move Nils. Ninian supplies no justification for not moving Nils, but Eliwood nonetheless suggests they do as she says. Ninian apologizes for once again being a burden and reassures the group that Nils should return to normal after a good night's rest. Outside the fortress, [[Eubans]] and [[Heath]] have managed to catch up to Eliwood and his company. Eubans immediately begins battle preparations and tells Heath that their mission is to wipe out the entire group. Heath questions Eubans's orders citing that they have no reason to engage Eliwood due to [[Darin|Marquess Laus]]'s apparent abandonment of them. Eubans gravely informs Heath that they will likely be hunted for supporting Darin's rebellion if they stay in Lycia, and if they take out Eliwood here, they can join the ranks of the Black Fang in Bern. Heath continues to protest but falls in line once Eubans threatens to turn him over to Bern's [[Wyvern Rider]]s. At this point, the Ostian soldiers take notice of the enemy force and inform Hector that they are under attack, thus, beginning the battle.

Lyn happily accepts the help of a fellow [[Sacae]]n and an old friend. Heath, becoming disillusioned with Eubans and his mercenaries, will either offer to surrender upon talking with a lord or will offer to help Hector, Lyn, and Eliwood drive off his former comrades. The battle will either end with Eubans's death and the subsequent call for retreat or with Eubans finding out that Marquess Ostia is on his way to his current location, prompting Eubans to order a retreat.

Once Uther arrives, he jokes with Hector that he and his company had been gone for so long he feared him dead. Uther then apologizes to Eliwood for being powerless to prevent [[Elbert]]'s death. Eliwood admits that no one could have saved Elbert and asks Uther what he knows of Nergal. Uther only knows what was included in [[Leila]]'s final report and, thus, does not know what Nergal intends to do, prompting Eliwood to inform Uther that Nergal aims to bring back the [[Dragon]]s from [[The Scouring]]. The news unnerves Uther and he asks for some time to devise a plan of action, an act Hector notes is irregular for Uther as he usually prefers to make quick decisions. While Uther considers their options, Hector says that ideally they could unite Elibe against the threat Nergal poses though Eliwood doubts this could actually happen until dragons are seen roaming the skies which would be too late. Eliwood then comes to the conclusion that he and his allies are the only ones who can put an end to Nergal and his plot as they are the only ones who know enough to do so. Hector and Lyn agree and return to Uther to affirm their new resolve. Uther is hesitant to make his brother and his allies solely bear the burden of such a task but agrees to aid them as much as possible once he hears their determination. The group then consults with Ninian as to Nergal's condition. Ninian is able to tell that he is East of Lycia. Uther concludes that Nergal must be in Bern. Despite Nergal's whereabouts, Uther tells Hector and his group to head in the opposite direction towards [[Missur]] and the [[Nabata Desert]] to seek out help in the form of a "Living Legend".
