In the Novis Priory on the islands of southeastern Zofia, Celica awakens after experiencing a dream in which Alm fought Emperor Rudolf and she could do nothing to stop it. Soon after she awakens, the bells in the area begin to ring, a sign that the king - her father - has passed away. She then talks to [[Nomah]], an elderly sage at the priory, and tells him that with the drought the Zofians have been experiencing for some years, she intends to go to the temple of Mila and find out what happened to the goddess to make her stop giving her blessings to her people. Nomah warns her that it will be a dangerous journey, but he agrees and gives her a Mila's Turnwheel to help her.
Celica leaves and heads to Novis Greatport, fighting off some Terrors in the local graveyard along the way. At the port, however, she discovers that ships have stopped leaving the port due to a rampant pirate threat in the area, led by a man named [[Barth]] who calls himself the Pirate King. Celica suggests that she might be able to deal with this threat, and she makes good on her suggestion by going to the local tavern and recruiting [[Saber]], a sellsword of some renown. She convinces him to be her bodyguard during her trip to the Temple of Mila by giving him her golden dagger, since she has no other means of paying him. With an extra ally on her side to help her with the pirate threat, she returns to the wharf and boards a ship, ready to fend off any pirates that might attack during her journey.
She does indeed fight off some pirates, but when the ship passes Barth's island keep, she decides to stop there and storm the keep to deal with Barth once and for all. During the ensuing battle, she encounters [[Valbar]] - a Zofian knight who has come to the island to avenge his deceased family - and two followers of his. After Barth's defeat, Valbar expresses his gratitude for Celica's help by joining her on her journey.
Having disposed of the pirate threat, Celica continues on, and she comes across a hostile ship boarded by a Rigelian cantor, who intends to capture her. She defeats him, and in the process becomes aware of the existence of a mysterious group that aims to seize her. Trying not to dwell on her worries, she visits the Seabound Shrine and defeats the Necrodragons there, then she defeats the crews of a few other hostile ships before finally reaching Zofia Harbor.
When she arrives at Zofia Harbor, Celica is greeted warmly - word of her defeat of Barth and his goons had spread throughout the area, and the local citizens are very grateful for her actions. The townspeople also inform her that while she was sailing, the Deliverance - now with a new leader - was able to oust Desaix from Zofia Castle. Based on the description of the new leader, Celica suspects that the leader is Alm, and to confirm this, she decides to take a detour and go to Zofia Castle to see for herself.
At Zofia Castle, however, Celica briefly separates with most of her retinue, and a group of Rigelian arcanists uses this moment to ambush her. She and Saber appear to be in peril, but they are suddenly helped by a masked knight who aids them in defeating the arcanists. Before Celica can even thank him or learn his name, though, he departs, leaving Celica with no choice but to enter Zofia Castle. There, Celica meets Mycen, and she tells him about her mission to visit the Temple of Mila. Mycen recognizes that Celica has chosen her path, just like Alm - and he tells her to meet Alm at the castle's balcony, which she does.
Alm and Celica have a happy reunion at first, with Celica hugging him and telling him what transpired during her journey from the Novis Priory. However, upon learning that Alm is indeed the Deliverance's leader and that he will be warring against Rigel, she gets angry, claiming that he is risking too much and that there must be a less bloody way to resolve Zofia's troubles. She even suspects that he might be aiming for the Zofian throne, given the public not knowing that at least one of Lima's children is still alive, and with her anger flaring, she leaves, calling Alm a jerk on her way out. With that, Alm and Celica's paths separate yet again - Alm will be heading off to war against Rigel, while Celica will be continuing her journey to the Temple of Mila.
