Unlike his FE1 incarnation, FE3 Book 1 Samson is significantly improved in his competency, most notably in his base 17 Speed. With it, he doubles every enemy left in the game. While his base 24 HP and 9 Defense may look bad on paper, in practice it is sufficient to withstand one hit from anything that isn't Camus or Medeus. He has no issues one-rounding Manaketes, even into the endgame, if handed a Wyrmslayer with just his bases alone. His bases are also enough to 2RKO everything else before Chapter 20 with a Silver Sword, except Generals, who require an Armorslayer. A single point of Strength off of his 30% growth is all he needs to hit Chapter 20 2RKO marks for enemy Heroes and Generals, which lets him 2RKO every generic enemy left in the game.
Samson has 17 speed at base, which is enough to double every enemy left in the game. His base 24 HP and 9 defense is sufficient for him to withstand one hit from any enemy but Camus or Medeus. He can reliably one-round Manaketes with a Wyrmslayer, even into Endgame, with just his bases. His bases are also enough to two-round every enemy before Chapter 20 with a Silver Sword, except Generals, who require an Armorslayer; a single point of strength allows him to two-round every generic enemy left in the game.

That being said, he isn't without his flaws. Notably, his 10 Strength is insufficient to one-round in retaliation against promoted enemies without a Killing Edge crit. He can still two-round reliably with a Silver Sword, though this will require he be healed as his bulk isn't enough to take two hits from most enemies either. On the flip side, his inability to one-round can be a blessing in disguise, as it stops him from "suffering from success" and exposing himself to additional attacks he cannot withstand. Furthermore, his reliance on 2RKOs and inability to take 2 hits makes him very dependent on a healer being there to heal him, all but requiring a designated healer to heal Samson every turn if he is to see much combat.
Samson's 10 strength is insufficient to one-round promoted enemies without a critical hit. He can two-round reliably with a Silver Sword, but this will require he be healed, as his bulk is not enough to take two hits from most enemies; however, his inability to one-round can be a benefit, as it prevents him from exposing himself to additional attacks he cannot withstand. Furthermore, his reliance on two rounds of combat and inability to take two hits makes him very dependent on a healer, requiring a designated healer to heal Samson every turn if he is to see much combat.

All in all, Samson is a solid filler combat unit. He can pull his weight and bring an enemy down each turn, but he requires a lot of healing to make that happen. He is still able to get favorable matchups against, and double, every remaining generic enemy, though, and for doing that with zero investment, is worthy of praise. That is all he will be though; if you're looking for someone to go up against tough bosses like Camus or Michalis, Samson is not your man.
