Unit performance
Larcei is a level 1 Myrmidon available from the beginning of the second generation. Regardless of who her father is, she inherits minor Od Holy Blood, increasing her skill and HP growth rates. She also has Astra, Follow-Up and Nihil as her baseline skillset - a strong offensive setup. Thanks to these advantages, Larcei is 'immune to bad pairings.' No matter who her father is, she will be competent at combat.
Unfortunately, Larcei is one of the many victims of Genealogy 's map design. The game strongly favors mounted units, since every map is very large and contains road tiles. Road tiles boost the movement of units moving across them. Since cavalry has higher movement, it benefits more, leaving unmounted units behind. Larcei falls behind the mounted frontline on every map except the one she joins in. The only reason she does not fall behind in her joining chapter is because Seliph, the lord, is unmounted, too. As soon as Seliph promotes, however, Larcei will see much less use. Not only because the lord is promoted, but because the player gains access to more mounted units. Finn, Nanna and Ares join soon, for instance.
Outside of her lack of a mount, Larcei is a solid combat unit. Regardless of who her father is, he can get pretty far in the arena, especially if she uses good swords. She has an A-rank in swords without investment, so she can use all swords except the Balmung. Swords are the best melee weapon type in Genealogy, because they weigh the least.
Larcei and Scathach are almost the same unit - they are both unmounted sword users with good combat. They even have similar statlines and the same A-rank in swords. Larcei's promoted class, Swordmaster, is better than Scathach's Forrest, but not by much. Generally, whatever applies to Larcei applies to Scathach as well, and vice versa. After promotion, they both one-round most enemies, thanks to their stats and skillsets. Their only problem, lasting for the entire second generation, is their unmounted status. And while it is only one problem, it is a very significant problem that prevents them from being very good.
Parentage influences
As for parentage, there are many pairings that make Larcei and Scathach good. Lex gives them Vantage and Paragon, as well as minor Neir Holy Blood. The Holy Blood increases their HP and defense growths, making them tougher to kill. Vantage is mostly irrelevant, but Paragon lets them gain levels and promote faster. Since they are available for the entire second generation, they use Paragon very well. The disadvantage of this pairing is that Lex cannot pass down swords.
Another option is Naoise, since he gives them Accost and Critical. This further improves their combat and gives them extra ways to attack more than once. A Jamke pairing has a similar result, except instead of Accost, he gives Adept. It is strictly worse, however, because Jamke cannot pass down swords, unlike Naoise. Larcei also gets Adept upon promotion, so Jamke's Adept is less useful for her.
Chulainn gives them major Od Holy Blood, boosting their skill and HP growths to insane levels. He also gives them *-rank in swords, letting both children use the Balmung. While Shannan cannot give Balmung to another unit, an exploit enables that. If the player is unwilling to use exploits, though, the *-rank will not benefit the children at all. Both children also gain Luna, further improving their combat. Finally, Chulainn can pass down swords all the way up to A-rank.
