The game was originally going to be released around the same time ''[[Fire Emblem: Shadow Dragon]]'' was going to be released. As a result, development began alongside ''Shadow Dragon''. However, during development the staff decided to use a different system than the one they were working with, which was based off of ''Shadow Dragon''; instead, they decided to start from scratch and base it more off of the original ''Mystery of the Emblem''.
 
Many elements were added in the game that weren't present in ''Mystery of the Emblem'', such as [[support|support conversations]], a [[avatar|customizable character]], and  a "Casual Mode"; the latter was heavily debated between Nintendo and Intelligent Systems, but positive feedback from playtesting allowed the decision to stand. The amount of new content was abundant in the game, so much that Intelligent Systems considered splitting the game into two separate titles.
 
The game was announced by Nintendo in May 2010 as part of Fire Emblem's 20th anniversary celebration, and was subsequently released in Japan on July 15, 2010. No western release date was announced.
