New Mystery of the Emblem marks the first appearance of Casual Mode, a gameplay mode in which units who are defeated in battle are not actually killed, but simply retreat from battle to recover in time for the next chapter. It also features a mechanic in the preparations menu named Everyone's Conditions, where temporary stat boosts, experience points, and random items can be obtained after a certain amount of time. This would later be iterated upon in future titles, an example being the Barracks in FE13.

With a total of 81 playable characters, New Mystery of the Emblem has the largest playable cast in the entire FES. New Mystery of the Emblem introduces Kris, a character whose name, appearance, class and gender can be customised by the player. Although this is not the first instance of a player-created character being directly involved in the game's plot, it is the first time said character is available as a controllable unit.

New Mystery of the Emblem features eight prologue chapters, used to develop Kris's fighting skill and relationship with Marth, 24 main story chapters, six sidequest chapters, and three downloadable chapters, available from the extras menu, that take place before the prologue chapters of the game. Unlike in Shadow Dragon, the sidequests' availability is not determined by the number of units in the player's army, and so it is possible to recruit, and keep alive, all 77 possible playable characters in a single playthrough.

Development
The game was originally going to be released around the same time Fire Emblem: Shadow Dragon was going to be released. As a result, development began alongside it. However, after approaching Nintendo over this idea during development,  it was ultimately decided it would be best to just release the first game instead as a standalone entry, as this would make the entry far more accessible to newer players. As a result of this, the staff also decided to use a different system than the one previously used for Shadow Dragon, restarting development from scratch to base the game more off of the original Mystery of the Emblem.

Many elements were added in the game that weren't present in Mystery of the Emblem, such as support conversations, a customizable character, and a "Casual Mode"; the latter was heavily debated between Nintendo and Intelligent Systems, but positive feedback from playtesting allowed the decision to stand. The amount of new content was abundant in the game, so much that Intelligent Systems considered splitting the game into two separate titles.

The game was announced by Nintendo in May 2010 as part of Fire Emblem's 20th anniversary celebration, and was subsequently released only in Japan on July 15, 2010.

Fan translation
Upon the game's initial release in Japan a simple menu translation was created by fans.

After a year of the game's Japanese release and no word of a localization from official sources, a full fan translation began production. Said translation is textually complete, though it has not been updated to accommodate recent localization developments from FE13 or FEH.
