In a town in a new Outrealm, Lissa is noticing the town's abundance of armories, having spotted four in a very small area, then asks what is with this town as every other shop is an armory, asking Chrom if he sees it; Chrom states he does sees this and notes that the townspeople don't seem particularly warlike and wonders what the abundance of armories could be, then states that this is the perfect opportunity for the Shepherds to restock their weapons.  Lissa sees this as a good idea as she could use a new staff, then picks a shop to start with; the shop's merchant welcomes Chrom and Lissa and asks what she can get for them, with Chrom stating he's just looking for now--with all the armories about, he figures a little comparison shopping is in order.  The merchant tells Chrom he's come to the right place, as this area is the weapons capital of the Outrealms, with the mountains around the area chock full of the purest ore one will find--everything in these shops has been crafted by hand with no magical shortcuts; Lissa asks the merchant if she carries any staves, as the one she's got doesn't feel right to her, to which the merchant states that this shop's specialty is staves--and this week, they have a special on Rescue staves, in which the deal kicks in when buying two.  Right as the merchant is about to explain how the deal kicks in, a villager arrives on the scene describes a horrible situation coming right for the town while appealing to the gods in the process, to which the merchant asks what's wrong and who's coming, and hopes it's not a rival weapons outlet with wholesale prices; the villager says they don't have time and they have to run while appealing to the gods in the process, to which Chrom states the gods have heard the villager by now and asks the villager to calm himself and tell the Shepherds what has happened.  The villager says he was mining up in the mountains when there was a terrible shaking--the earth ripped right open and lava splashed in, followed by terrible beasts with dead eyes and razors for claws attacking, tearing up five men without breaking a sweat and are now coming for the rest of them; Chrom notes the problem sounds like Risen, with the merchant revealing her sisters were mining up in those mountains that day--revealing five such sisters all named Anna--and that she has to save them.  The villager asks the merchant if she's going to bargain the Risen to death, that she won't last two seconds against the Risen, to which Chrom says the villager's right and to let the Shepherds handle this situation; the merchant wonders if Chrom would do it for her, to which Lissa states that helping total strangers out of sticky situations is kind of their thing, and she also knows what it's like to worry herself sick about a sister--the Shepherds will chew those Risen up and spit them right out, figuratively speaking.  Chrom states the Shepherds won't rest until the five Annas are safe, to which the merchant states she cannot thank them enough and asks if there is anything she can do to help; Lissa asks for a few of the Rescue staves the merchant mentioned earlier as they might come in handy, to which the merchant states the mountains around here are actually Rescue-proof and the staves won't work.  The town used to have a problem with thieves using Rescue staves to steal ore, so the town magically blocked the use of any staff that facilitiates the transportation of matter--and this is the reason the Rescue staves were on sale, as there's not much demand for them around here; Lissa sees the prospect as crazy and states there's no way the Shepherds can do something, then settles on "fail" in an attempt to change the subject and states that was what she was saying just then.  Chrom states that the Shepherds don't need indispensable magicial items, they'll rescue the Annas by hand, and he's certain the Avatar will come up with something; the merchant thanks Chrom and states she feels better already, as out of all of her sisters, she's closest with the five in question--together, they've run this chain (initially calling it a monopoly) of armories for years and years, and she doesn't know what she would do if anything happened to one of those sisters.  The merchant asks Chrom to promise to rescue all five Annas and not leave anyone behind, to which Chrom promises he'll bring back the Annas safely, to which the merchant wishes Chrom good luck.  Battle preparations take place at this point.

Once preparations are finished, Chrom notes the five Annas in the rear of the area and asks how they got back there, they couldn't pick a worse spot if they tried; there's no helping it now, Chrom states the Shepherds must do all they can to keep them safe and tasks the Shepherds to protect the Annas at all costs.  At this point, the game states that the best possible result will happen if the enemy is routed while saving all five Annas, and reiterating that Rescue staves will not work on this map.  The battle begins at this point.

* The prospect of thieves using Rescue staves to steal ore is probably in reference to the Trickster, an advanced class option of the Thief indeed capable of using staves.

** The mountains are stated to block the use of any staff that facilitates the transportation of matter.  In addition to the Rescue staff, this statement can also be seen as alluding to the Warp, Rewarp, Return, and Thief staves that appear in other games of the series.
