Spendy Scimitar is a skill that, in addition to accelerating the cooldown count for its user's special skills, boosts its user's stats during combat either user-initiated or in close proximity to allies with a bigger boost should the user have had any [[Dragonflower]]s used on it, and further nullifies cooldown acceleration on the target and cooldown slowing on the user should the user have used at least two bursts of Dragonflowers.
