Blank note sections

Sorry if my methods weren't as clear, but the way I wrote down notes for enemies is that, if it's blank, it's assumed to be the "default" state for whatever kind of chapter it is. In the case of most chapters, it's them standing still until provoked. But for Defend chapters, since they have a victory condition to achieve (that is, to kill the target or seize the location), the implied "default" for that is instead for them to move right away to do that.

It wasn't a mistake that those bits were blank in Turning Traitor. Basically, when I add notes (AI or otherwise), they're to describe something about the unit that's outside the norm.
