Samuel (Japanese: サムトー Samto) is a practitioner of swordplay that first appears in Book 2 of Mystery of the Emblem and appears again in its DS remake.
Fire Emblem: Mystery of the Emblem
Book 2
Role
Prior to the events of the game, Samuel was a pitfighter from Knorda. Ogma rescued Samuel and his fellow pitfighters and allowed them to escape while he got caught. Despite being tortured, Ogma never told his captors of Samuel and the others' whereabouts.[1] Eventually, he was hired by Lang, who believed he was Navarre. Either Caeda, who quickly found out he wasn't Navarre, or Ogma, whom Samuel wanted to repay him for saving him, recruited Samuel to Marth's army. Samuel continued to serve Marth for the duration of the War of Heroes.

- In Mystery of the Emblem, promotion gains for HP and Weapon Level consist of giving the character as many points as necessary—the "x" value shown in the table—to reach the promoted class's base value. If the character's value for one of those two stats is higher than their promoted class's base value, they will not receive any bonus in that stat.

Analysis
This character analysis section may not be accurate to every player's experience. |
Samuel lives up to his title of being a dollar store version of Navarre by being worse in pretty much every single way. Navarre and Ogma are servicable units themselves, but coming with worse bases and growths than both with pretty much the same availability is terrible. He gets one rounded or one shotted by every enemy in his joining chapter on Lunatic and lacks any additional utility which he could bring to the army. He does come with a pretty good C rank in swords, but the same rank can be achieved through reclassing promoted units to the swordmaster class. Overall, Samuel is incredibly outclassed by Ogma and Navarre, and even if he wasn't his bases and growths are so bad that it takes more time and resources to train him up than he will ever contribute to the army.
Personality and character
In a stark contrast with Navarre, Samuel is a easy-going, social individual. However, while ultimately with a heart of gold, he is a flawed individual, being cowardly and somewhat overtly flirtatious, sometimes to the point of unintentionally upsetting others, as shown in his supports with Kris.
However, Samuel is not without his virtues. As shown with his interactions with Ogma, he is shown to be incredibly loyal, and intent on paying back those who do him good. In addition, despite stealing his identity for profit, Samuel is shown to look up to Navarre, to the extent that if Navarre is to die, he trains himself to be his successor in carrying the title of Scarlet Sword.

"Navarre": Woah, I don't believe it... This killing edge is, like, so deadly...
Ogma: Do we have to fight? Alright. I guessed that we would have to duel eventually.
Samuel: Ah... Oh, snap! Woah, dude! I'm just faking it! ...Faking! It's me... Samuel. Have you totally forgotten, Mister Ogma?
Ogma: Samuel!? The pit-fighter from Knorda, Samuel?
Samuel: Yeah, that was me. Thanks for saving me back then. When everybody tried to escape, you got yourself caught, to hide our escape...
Ogma: .....
Samuel: I heard from the others that you were taken to the coliseum to be whipped. Even then, you didn't say anything about our whereabouts. In the end, the young princess of Talys, who was passing by, protected you even when she was in tears, and rescued you. So, that is why, for Talys... No... For the princess, you wielded your sword again..." — Samuel and Ogma, Fire Emblem: Mystery of the Emblem
