Sephiran (Japanese: セフェラン Cepheran) is a Begnion politician and nobleman, the Prime Minister of Begnion and the Duke of Persis. He has long served as an ally and aide to the Apostle Sanaki, and commands the loyalty of General Zelgius of Begnion's Central Army. Renowned as both a knowledgeable and honest man, Sephiran is considered by much of the Senate of Begnion to be a threat to their exploitative practices.

Sephiran's true identity is Lehran (pronounced /⁠ˈlɛɹɑn⁠/[key][3] or /⁠lɛˈɹɑn⁠/[key][4]; Japanese: エルラン Erlan), an ancient heron laguz who once served as a companion to the goddess Ashera, and was responsible for sealing Yune in what later became known as Lehran's Medallion following her defeat. He was the first husband of Altina, the founder of Begnion, and the father of the first Branded and ancestor of Begnion's lineage of apostles. His experiences following his retreat into seclusion deeply embittered him against humanity and provoked him into orchestrating the rise of conflicts across Tellius in a bid to hasten Ashera's awakening and the judgement of humanity.

Sephiran is the main overarching antagonist of the two Fire Emblem series games set on Tellius: Fire Emblem: Path of Radiance and its sequel, Radiant Dawn.

Biography

History of Tellius

Lehran was a companion and advisor to the Goddess of Dawn Ashunera, and was blessed with the ability to hear her voice and that of her later incarnations, an ability shared by his descendants.[5] Following the Great Flood, it was Lehran's idea for Ashunera to strip herself of her inner chaos and split herself into the order goddess Ashera and the chaos goddess Yune, although he later regretted suggesting this and the subsequent war between Yune and the Three Heroes of Ashera.[6] As an alternative to destroying Yune, Lehran proposed that he would seal Yune within a medallion with his magic to contain her, in the hope that one day Ashera would wish to reunite with her, to which Ashera consented; he promised to protect Yune and keep her company with his galdrar.[7] Along with the Three Heroes, he shortly after pledged a covenant with Ashera that the people of the world would live in peace for a thousand years: the success of the beorc and laguz to coexist would cause Ashera to agree to reunite with Yune, whereas their failure would result in the punishment of both races. As part of the covenant, she entrusted Lehran and his heirs with the ability to sing the galdr of release and awaken the two prematurely, should they wish to bring her judgement early.[8]

In the following years, Lehran married Altina, one of the Three Heroes and the founder of Begnion. The two had a child, the first child of both a beorc and a laguz,[9] who was hailed by their friends and fellow heroes Soan and Dheginsea as a herald of peace between the two races.[10] Not long after the child's birth, it became apparent that Lehran had lost his laguz ability to transform and sing galdrar.[11] He recognized that this news would not go over well with the people of Tellius, and went into hiding to find a solution to the problem.[12] When he emerged, he told Altina to tell the people he died in an accident, and that the birth of their child was a false rumor.[13] Lehran went to Goldoa and lived in secret with Dheginsea for the following centuries, disappearing from the broader world, while Altina re-married a beorc and raised her child with Lehran as a normal beorc born of her second husband.[14]

For over seven hundred years afterward, Lehran lived in hiding in Goldoa, and was kept in hiding throughout his time there. On a small few occasions he met the infant prince Kurthnaga and sang to him; Kurthnaga later said he had fond memories of meeting Lehran, whom he knew only as a "mysterious man with black wings", and that he was fascinated by his singing.[15] During his time in Goldoa, Lehran came into conflict with Dheginsea's insistence on neutrality and uninvolvement with the outside world, objecting to the dragon king's refusal to aid the many laguz suffering in slavery in Begnion; less than one hundred and fifty years into the covenant, Lehran departed for Begnion, seeking to work on his own if necessary to help his brethren.[16]

Emergence and quest for revenge

Near the year 625, Lehran held a secret visit with his descendant, Empress Misaha, at the Begnion capital Sienne. She recognized him as her ancestor and trusted his word, revealed to him the Branded heritage he started eons before, and told him that knowing of him reassured her of her identity. She told him of her plan to reveal herself as a Branded to the world, in a bid to help free it of the prejudice against other Branded, despite the danger doing so would pose to her. Inspired by her courage, Lehran intended to return to Goldoa to tell them of this new hope.[17] Shortly after, he learned of Misaha's assassination from a group of Begnion peasants, of the senate's claims the herons of the Serenes Forest were responsible, and of the people's lust for revenge against them; he accidentally revealed his wings out of his anger at their claims, raising their ire too. By the time he reached Serenes, the Serenes Massacre had already occurred, and he found his medallion abandoned on an altar. In his anger and sorrow, he resolved to awaken Ashera prematurely and condemn the people of the world to her judgement for their crimes.[18]

Having lost his powers long ago, Lehran was incapable of using the galdr of release to awaken the goddesses and so resolved to awaken them through a continent-spanning war. He returned to Begnion and adopted the identity of Sephiran, and in this identity he was said to be a member of a family of great mages.[19] He took on the title of Duke of Persis and joined the Begnion senate; according to Lekain, Sephiran was the youngest senator in the nation's history. In 640, fifteen years after the Serenes Massacre, Misaha's granddaughter Sanaki ascended to the throne, but was unable to be controlled by the Senate until Sephiran intervened. As a result of Sanaki trusting and behaving around Sephiran, the other senators elevated him to the rank of prime minister, intending to use him and Sanaki as puppet rulers; instead, however, the two worked directly in opposition to the senators and fought for civil liberties, opposing and condemning numerous abuses thereof on the part of the senate where possible.[20]

During this time, Sephiran continued to work on his plans to awaken Ashera. He learned of Ashnard, the young Daein prince, and informed him of the existence of the medallion, causing Ashnard to seek it out and desire the "dark god's" release, inciting the Mad King's War of 645.[21] He also paid a visit to the Daein barracks and encountered Zelgius, a Branded serving under Gawain, and convinced him to come to Begnion and serve him in his cause once he abandoned Daein.[22]

Prime Minister of Begnion and Yune's awakening

At the onset of the Mad King's War, Sephiran set out to observe the state of affairs in Crimea, in the guise of a simple monk. During his travels he arrived in a small village and found Brom and Nephenee, who had been injured in combat, and worked to heal their injuries, but for doing so he was captured by Daein forces and imprisoned in Canteus Castle.[23] He was scheduled for execution by the Daein forces, but was released a day before his execution date when Ike and the Greil Mercenaries led an assault on the castle to free its prisoners.[24] After a conversation with Ike he left, and it was not until his arrival in Begnion that Ike learned from Sanaki of his identity as the prime minister. At the conclusion of the war, Sephiran arrived in Melior and met with Ike following Ashnard's defeat, where Ike told him of his (erroneous) findings about Ashnard's role in assassinating Misaha and causing the Serenes Massacre, had Mist pass on the galdr of release to convey to Sanaki, and in return Sephiran informed him of the identity of the "Altina" he sought, Sanaki.

Three years later, when word reached Sanaki of the abuses of Begnion's occupational army in Daein, she dispatched Sephiran to lead an investigation team to Daein to identify the nature of the conflict, and in doing so derailed Lekain's plan to lead the team himself and obscure the true extent of the problem; however, the army was defeated by Micaiah and the Daein liberation army before he could arrive.[25] Later, when Begnion went to war with the Laguz Alliance, Sanaki and Sephiran received a letter from the Alliance telling them of the role of the Senate in perpetrating the Serenes Massacre and the assassination of Misaha, and sought to investigate and prosecute them for their crimes;[26] before they could do anything, at the height of the war Sephiran was subjected to a coup d'etat by the rest of the Senate, arrested and stripped of his rank, thus removing him as an obstacle to the Senate's wish to continue the war.[27] Following Sanaki's re-emergence and the unification of Zelgius's faction of the Begnion army with the Laguz Alliance, Zelgius returned to Begnion and released Sephiran from jail, allowing them to take the next steps in fulfilling Sephiran's plan.[28] When the two goddesses were awakened by Micaiah performing the galdr of release of Lehran's Medallion, Sephiran was in the Tower of Guidance and greeted Ashera upon her awakening, then delivered his condemnation of the two races' failure to resist war, prompting her to cast judgement upon the world.[29]

Sephiran remained in the upper levels of the Tower of Guidance, having sealed the doorway to Ashera with magic tied to his own life in preparation for the arrival of Ike, Micaiah and Sanaki. When the group arrived, Sephiran initially acted friendly and loyal to Sanaki, but as soon as Ike challenged him on his words and actions he revealed to them group his plan and servitude to Ashera, and that to proceed to Ashera herself they would have to kill him. He was mortally wounded in the ensuing battle, and with his dying breath he gave his Rudol Gem to Sanaki as a final gift. Before he could die properly, however, Micaiah used the full extent of her magic to revive and heal him, timed perfectly to trick the doorway into thinking Sephiran had died. Ike invited him to accompany his group in fighting Ashera to rectify his mistakes, an offer he eventually reluctantly accepted, arriving just as Ike's group began the battle.

In the aftermath of Ashera's defeat, Sephiran returned to the Serenes Forest at the request of King Lorazieh, and had his emotional wounds healed by the songs of his fellow herons.[30] He continued to live as Lehran for at least one millennium further,[31] and was present to greet the newly-reunified and awoken Ashunera 1,200 years after Ashera's defeat, resuming his role as her companion.

Fire Emblem: Path of Radiance

Role

Sephiran appears as a NPC in Chapter 10, imprisoned in one of the jail cells. Although unarmed and defenseless, owing to his Mantle skill he cannot be killed at all. Releasing him and letting him escape is optional, and his appearances in the game's later plot are unchanged by the player's choices here.

Fire Emblem: Radiant Dawn

Role

Sephiran is the boss of the fourth segment of the Part IV, Endgame, and the penultimate boss of the game. He is incapable of attacking Micaiah, Sanaki, Leanne, Reyson or Rafiel, and Sanaki is in turn incapable of attacking him.

From the second playthrough onward, Sephiran is a playable character (using the name Lehran), unlocked if certain criteria are met beforehand. He is playable only in the final segment of the Part IV, Endgame. None of the enemies in the chapter (Fire Spirits, Thunder Spirits, Wind Spirits and Ashera) are able to attack him, but he can attack any of them back if he is given a weapon.

Analysis

Lehran is a Chancellor who is available for the final battle of the game, but is only recruitable in a second playthrough onwards, sharing this distinction with fellow Dark magic user Pelleas; however, unlike the aforementioned Pelleas (who can be recruited later via a new dialogue option given to the player in Part 3, Chapter 13), recruiting Lehran requires performing some very obscure requirements in order to do so, namely by deploying the Black Knight in Part 1, Endgame, and then have Ike fight the Black Knight in Part 3, Chapter 7 with both surviving.

Assuming that he is successfully recruited, he delivers as a Gotoh archetype by being far and away the most powerful magic unit in the game. Upon arriving to the final battle, he brings with him another SS ranked staff: the Ashera Staff. One particular downside is that he does not bring any weapons with him (not even his personal weapon, Creiddylad), meaning that if he wants to offensively contribute, he would need to take a light or dark tome from another unit (note that if he wants to damage Ashera's auras with a Dark Tome the player must have brought Pelleas to the tower, as no one else can equip a Dark Tome for Yune to bless). His magic, skill, speed, luck, and resistance are all capped at 40, and his strength is just high enough to allow him to wield both Rexaura and Balberith and still double the Spirits and Auras on his own and Ashera with White Pool support. His high stats allow him to easily dispel the Auras on the Cover tiles. Ashera herself has an absurd 50 resistance, meaning he will only double for low damage even with White Pool support, meaning he works best with taking out the enemy Spirits and Auras, or being a staffbot. Additionally, neither the Spirits or Ashera will attack or counterattack him.

Lehran retains the Mantle skill that he had as a boss (as Sephiran) in the previous chapter, which restores his HP equal to his luck stat (40) at the start of player phase, additionally granting the effects of Nihil (making him immune to the Auras' Aurora skill) and Fortune. Despite the skill blocking damage from weapons not blessed by Yune, Lehran can still take damage from being caught in Ashera's AoE attacks, though the damage is easily negated by his self healing. He already knows Corona, which deals overkill damage against the enemy Spirits.

Lehran has a light affinity which would have given him a light defense and accuracy boost. Due to joining in the very final chapter of the game, it is impossible for him to support anyone.

Fire Emblem Awakening

Role

Sephiran is playable as a SpotPass character, released in the Radiant Dawn character set. Sephiran is also present in Awakening's DLC as an enemy in Smash Brethren 1 and 3 and Rogues & Redeemers 1, 2, and 3.

Sephiran was first made available to be summoned by players on December 17, 2020 in a special winter variation as part of the summoning event surrounding the launch of the A Festival Miracle update. The aforementioned winter variation of Sephiran is the only one currently available in Heroes, based on his Path of Radiance incarnation.

Sephiran is the prime minister of the Begnion Empire and formerly the leader of its senate. And today, he’s blessing us with his presence for the eve of the winter festival! With his dignified, flowing robes, he’s every inch the festival saint. I love how those stately greens contrast with the red parts of his outfit! His staff also has a basket for carrying presents in. I wonder if there’s a present for Sanaki hiding in there? Sephiran’s winter festival look really puts me at ease. I have to admit that I got a little carried away with the festivities, but sometimes it’s nice to take a moment to unwind and enjoy the festival’s quieter moments too!

    Misaha: I do, as did my mother... Generation after generation, each apostle has been blessed to hear the voice of the goddess. We know of impending disasters, how crops will fare... All revelations originally intended for you.
    Lehran: The children of my union with Altina... I had no idea...
    Misaha: Please look at this.
    Lehran: That mark...
    Misaha: All of the apostles have borne this brand. It is our greatest secret. The senators must never know. Because of this brand, I thought that I had been born of some great sin. It plagued me always. Guilt tore at me every day as I hid my mark from my people, deceiving them constantly about my true nature.
    Lehran: Oh, child...how can I apologize to you?
    Misaha: And yet, now that I've met you, I understand. There is no shame in my heritage. None at all. I will not live in hiding. I will reveal to the world that I am one of the Branded. They must see there is no shame in who I am.
    Lehran: No! You mustn't! You don't understand the danger you will be placing yourself in!
    Misaha: Oh, but I do. The senators will do their utmost to rally the people against me, as they did when I freed the laguz from slavery. But I will not be deterred. If I am to lead this nation, I cannot allow it to be corrupted by prejudice and hatred. I can put the life the goddess has given me to no greater good than this.
    Lehran: ...Such determination. Your eyes... They very much resemble Altina's.
    Misaha: I will stand before my people and proudly proclaim the truth. And then I will guide them to a just and honest future. This is my promise to you.
    Lehran: Thank you. Your strength of will, the truth that guides your life... You have shown me the way back to myself. I shall return to Goldoa and tell my friends of you and your actions. I will tell them that laguz and beorc may once again live together in peace. I will tell them that there is hope.

You had just turned five years old when the senate welcomed you to the throne as the new apostle. Ah, but my young mistress Sanaki, what a difficult child you were. You threw tantrums, you screamed and cried constantly. Your conduct was hardly befitting an empress of Begnion! Everyone was at a loss... You wouldn't even stop mewling and crying during official proceedings. But then along came our youngest senator ever, Sephiran, Duke of Persis. When he took you in his arms, you immediately stopped crying. You even smiled. We had to take advantage of this obvious miracle. In an unprecedented move by the senators, we elevated Sephiran to prime minister, keeping him serving as close to you as possible. This plan, radical as it was, proved far more effective than we dared dream. A young, handsome prime minister and an adorable moppet of an apostle brought the people's support to incredible new heights. Apparently the common citizenry is gullible enough to blindly follow any leader who is sufficiently attractive. Enamored as they were, no one ever seemed to care whether or not you could hear the voice of the goddess. With the new apostle and prime minister, the political landscape became unrecognizable. Even in the face of overtly unreasonable legislation, the two of you would stand on the balcony... A smile and a wave later, the people would cheer and go on with their happy lives.     Sigrun: It doesn't end there. The apostle has gone into seclusion, with illness as the stated reason.
    Zelgius: Damn it! They've been captured!
    Sigrun: I've ordered my subordinates to find out where the apostle is, but I have yet to hear any word. General Zelgius, I beg of you, follow the senate's orders. Our friends' lives are at risk.
