Weapon (Blue tome)

Divine Whimsy (Japanese: 戦神と戯神の気紛れ War god and trickster god's whimsy) is a weapon skill in the blue tome category which debuted in Fire Emblem Heroes; it is a personal weapon of the summer variation of Thórr. Divine Whimsy accelerates the cooldown count for its user's special skills; inflicts conditions at the start of its user's phase onto enemies with the lowest Speed that boosts the damage they take and turns movement bonuses into restrictions, then further accelerates the user's special cooldown if the user is near any allies; and, if the user's HP is sufficiently high at the start of combat, it boosts its user's Attack and reduces its foe's during combat.

If user's HP is 25% or higher at start of combat, during combat, boosts user's Attack by +6 and drops foe's Attack by -6.
