Ursula (Japanese: ウルスラ Ursula) is a member of the Black Fang, one of the elite Four Fangs of the organization. Codenamed the Blue Crow, Ursula oversaw two tasks during the events of Fire Emblem: The Blazing Blade, the first being the theft of the Ninis's Grace, the second being the attempted assassination of Prince Zephiel.
Fire Emblem: The Blazing Blade
Role
Ursula is the only one of the Four Fangs to appear in Lyn's tale, and even then the player is not required to learn of her involvement in this part of the story. Ursula appears as the superior in charge of the theft of the Ninis's Grace that first brings the Black Fang into the story. Her subordinate Beyard reports the events of the Black Fang's first encounter with Lyn and her group, and in doing so warns her that the group may be after the stolen ring; Ursula states she has business elsewhere, but she will give Beyard one more chance to capture the bard and dancer, promising Beyard the Fang's punishment for failure.
The following year, in Eliwood's and Hector's tales, the Four Fangs are first given the primary task of eliminating Eliwood (Eliwood is the specified target even if Hector is the player's main lord); Ursula does not take her first chance upon being in the same area as Eliwood's/Hector's group, instead hiding out in a village and even giving someone from the enemy group a Hammerne staff and asking the player to deal with the wyvern-riding hag in charge.
Ursula is eventually given orders to complete the operation to assassinate Prince Zephiel, as well as dispose of the two traitors who botched the initial attempt, one of which is one of her fellow Four Fangs. Bringing a subordinate with her, Ursula attempts to lead her band in completing the assassination task, but is stopped by Eliwood/Hector and his band; Ursula does not necessarily have to be defeated by the player. Regardless of whether the player defeated Ursula or not, Ursula dies some time after the end of the failed operation, with Limstella harvesting her quintessence.
Ursula is one of the bosses remanifested as morphs by Nergal in the final chapter; her morph is paired with Jerme's in the southwestern room, the fifth one opened; Eliwood's/Hector's group eventually defeat Ursula's morph as well as all of the other remanifested morphs in their quest to defeat Nergal.

Fire Emblem Awakening
Ursula is playable as a SpotPass character, released in the "Others" character set. She is present as an enemy unit in the first and third installments of the Rogues & Redeemers DLC series.

Fire Emblem Heroes
Role
There are two different variations of Ursula available to Heroes, both of which are tied to her storyline appearance in Fire Emblem. The normal variation of Ursula is one of the characters in the game at its initial launch as an NPC, and was made available to players in the third Grand Hero Battle, which initially ran from March 10, 2017 through March 14, 2017. A summer variation of Ursula was made available on July 9, 2019 as part of the summoning event surrounding the launch of the Summer Refreshes update.

Personality and character
Compared to the other members of the Four Fangs, Ursula receives somewhat little elaboration on her character. It is known that she adheres to the rule of the fang in a fairly formal manner. She also appears to look to Sonia as a mentor figure of sorts, and refers to Sonia with utmost respect.[3] Her adherence to the law of the Fang-that failure means death-holds strong even in the face of her execution by Limstella, her last request is simply to be allowed to make her report to Sonia before her death.[4]
Ursula's one instance of what could be considered acting outside of the interests of the Black Fang is when she gave a Hammerne staff to Eliwood's group in a bid to work against Vaida, a temporary employ of the Black Fang.[5] She appears to have been somewhat vindictive towards Vaida merely for assisting the Fang, but her exact reasons for this are not explicitly elaborated by any party; Vaida herself appears to have been unaware of it. It is possible that Ursula was worried about losing Sonia's attention, as she refers to Sonia with more respect than usual after Sonia compliments her on not being weak like Vaida.[6]
Ursula's depiction in Heroes adds some more elements to her personality. She is given a fixation on perfection[7][8][9][10] that did not seem to exist, at least to the same extreme, in her appearance in The Blazing Blade. She is also depicted as someone who is willing to serve anyone she considers an embodiment of perfection, not just Sonia.[7] Ursula appears to dislike daylight conditions,[11] this is presumably in reference to her assassination attempt on Zephiel taking place at night.
