The king of Phoenicis. A hawk laguz of tremendous size, whose power and skills are respected far and wide. He bears a deep and abiding enmity toward Begnion for its role in the Serenes Massacre.

Tibarn (Japanese: ティバーン Tibarn), the King of Phoenicis, is one of the five Laguz kings who rules over the hawks. After the incident twenty years prior to the start of the game, Tibarn became quite hateful of beorcs.[4] He currently was taking care of of Reyson's father who fell ill after the Serenes Forest massacre.[5] He also shows much care for the Heron tribe due to them almost being wiped out of existence and has some issues with Naesala of Kilvas.

Tibarn appears in Chapter 17-4 as an NPC unit along with Janaff, Ulki and Reyson and in Chapter 28 as a partner unit.

In the final chapter, Repatriation, Tibarn is one of the three units that Ike can choose as backup to help defeat Mad King Ashnard. This is the only point in the game when he is playable. Once Daein is finally defeated, Tibarn and the other laguz forces return to their respective nations, not playing a major role again until the events of Fire Emblem: Radiant Dawn.

Tibarn is a laguz royal that the player can pick out of three during the last chapter and is one of few units able to damage Ashnard. As a laguz royal, he can equip the Laguz Band, so he can always stay transformed. He has high base stats all around, and one-rounds generic enemies with high avoid and bulk. He has high movement and flight, though no canto. Due to his status, enemy units cannot land any crits on him without Wrath.

Among the mutually exclusive endgame laguz, Tibarn has less power, durability, and speed than Giffca, but can fly unlike Giffca. Tibarn is stronger but slower than Naesala, who also flies. As Tibarn joins mid-chapter, the player cannot remove or assign skills. Tibarn also has no support partners. He is most valuable for cleaning up generic enemies or helping defeat Ashnard, especially if the player's Ike is weak. Note that on Hard Mode, Tibarn will not be available for Ashnard's first form, so the player will still need to rely on Ike, Ena, or Nasir.

Tibarn is a laguz royal playable in part 4 and leads his own team in chapter 4-2 and 4-5. He has formshift so he can always stay transformed without relying on items. He is the most mobile playable unit, having 10 move with flight and canto. He has excellent base stats all around besides resistance. His stats and capped strike rank allow him to reliably one-round most part 4 enemy units, which very few units can do. His high avoid, bulk, and Pavise ensure he can survive almost everything. As a hawk laguz, he is vulnerable to bows and wind magic, though his bulk is high enough to survive even a crossbow hit. All of these factors makes Tibarn one of the most powerful units on his team in part 4; however, Tibarn has no 2-range which limits him a bit on rout chapters compared to beorc fliers. Path of Radiance Tibarn can cap strength and skill with statboosters, which benefits Radiant Dawn Tibarn significantly, but this is not practical in a Path of Radiance playthrough.

Tibarn's base stats and mobility are more than enough for him to be a key unit for endgame; he is the most powerful unit in the game that can double attack the auras at base on normal or hard, making him an important candidate for Blood Tide buffs. Even still, he has some room for growth which helps him even further. His strength growth is high for a laguz unit, which helps him break through the high defense of dragons, generals, and auras. He also has a high health and defense growth for a laguz. All of his other growths are very low. Due to the nature of BEXP, Tibarn often benefits from leveling via BEXP as he will frequently level strength or defense, which are more impactful as more skill and speed are more overkill than useful.

Tibarn has a very high speed and skill base, so skills that activate based off of these work well. His biorhythm cycle is also easy to maintain, allowing players to keep his skill activation rates high with Bliss. His innate Pavise skill procs almost half the time due to his high skill. Tibarn will also have a high activation rate with Tear, improving his offense. As Tibarn is the most powerful laguz unit after the lions, he can be a valuable boss killer, so he makes good use of Nihil. Tibarn flies, has canto, and has the highest movement, so Celerity gives him unmatched flexibility. Nullify fixes his only real weakness: crossbows, making him near invincible, though Seraph Knights or other bird laguz appreciate Nullify more since they are less bulky than Tibarn. Tibarn also has innate Savior and is the best user in the game due to his high combat parameters, high movement, and canto.

Tibarn has a heaven affinity which gives a significant accuracy boost. This can be helpful for dodgy endgame units, though Tibarn's hitrates are very high so this does not benefit him much. Any endgame units without an existing support that has lower skill or inaccurate weapon types appreciate Tibarn's heaven affinity, especially if they are on the same part 4 team. Tibarn himself benefits most from a partner that gives attack or avoid, so units with a Fire, Water, Earth, or Dark affinity help the most.
