The Ostian Revolt (Japanese: オスティアの反乱 Ostian revolt) is the seventh chapter in Fire Emblem: The Binding Blade. In this chapter, the Lycian League Army must make its way through the city of Ostia to reach its castle, taken by the rebels.

Plot

Inside Castle Ostia, Legance, the leader of the rebellion movement, asks his subordinate Debias for a report on the city's status. Debias tells him that everything is fine so far... except for a tiny detail: the Ilian mercenaries hired by Lord Hector. Although the rebels have offered them a hefty payment, the mercenaries have steadily refused. Debias quickly adds that this must be because they are from Ilia, which consider trust to be the foundation stone of its mercenary business.

Legance angrily responds that he is pretty aware of that, but they must have completely subdued Ostia before General Narcian arrives. Luckily, they still have a wild card for dealing with the mercenaries: Lady Lilina. But that is their last option; preferably, they will defeat the Ilian mercenaries with the help of the wyvern knights from Bern. He then orders Debias to guard the castle gate and returns to the throne room.

At the entrance of the city, Roy and Merlinus are assessing the situation. Merlinus informs his lord that most Ostian troops have sided with the rebels and Bern, in a most shameful display of cowardice. However, there are still men true to their words: a band of Ilian mercenaries want to join Roy's army. They state to have been hired by Lord Hector to fight against Bern. Roy questions it, though. What will happen when the mercenaries learn of Lord Hector's death?

Merlinus comments that he had thought the same, but the mercenaries told him they already knew it and were still willing to fight alongside them. Guinivere does not understand it, though; she asks why they would do so, since as mercenaries, they have not pledged themselves to any lord. Merlinus tells her that Ilia, being a snowy country whose soil is too frozen to be arable, heavily relies on the mercenaries for income. Moreover, they are said to never betray their employers, as trust is important to them. He can see that this last bit was true, after all. There's bad news yet; one of Bern's Dragon Lords will arrive shortly with reinforcements, making the rebels a force to be reckoned with. Guinivere looks at Roy, unsure of what he will do.

Although unwillingly, Roy reveals his backup plan: joining forces with Etruria, which leaves Guinivere and Merlinus astonished. He explains that one of the Generals of Etruria, Lady Cecilia, taught him the war arts, and he feels that she could join his cause. Merlinus quickly objects; were they to ask for Etruria's help, they would not live it down.

Roy replies he knows that, but reminds Merlinus that what is at stake here is Lycia's welfare; if they do not something soon, their country will disappear. As his retainer does not answer to that, Roy urges him to move, saying he will write a letter to General Cecilia and asking Merlinus to make sure she receives it as soon as possible. After Merlinus regains his composture and agrees with him, the young leader of the Lycian League Army addresses everyone and enters Ostia, ready to retake it.

The battle begins, and its sound draws the attention of some mercenaries. They are Zelots and Trec, members of the Ilian band hired by Lord Hector. Zelots tells Trec this is the moment they have been waiting for - they have to go outside and defeat the rebels. But then, Zelots realizes that Noah, the third member of their band, is nowhere to be seen. Trec comments that Noah is in the arena, training a young girl. Although a bit surprised, Zelots trusts Noah's judgment and that he will join them later.

At the same time, Noah has just finished his lesson with his unexpected student, Fir. He tells her that there is a battle outside and that he must go. Fir understands, and thanks him for his training. The mercenary acknowledges that he was quite surprised when she suddenly asked him to fight with her, and reminds her that she must assess her opponents before fighting; otherwise, she could lose her life. Fir assures him she has learned the lesson.

Before leaving, Noah makes a last question: he wants to know what Fir will do now. She tells him that she will travel to the Western Isles. Seeing the surprise in Noah's face, Fir explains that they are opening a new mine, and many people are going there looking for a job. She reckons that miners are strong people; therefore, she could continue her training in the islands. And besides... Fir pauses for a moment. Noah gently coaxes her to continue, and Fir confides to him that her parents met there. Her mother is dead now, but when she was Fir's age, she was already traveling the world to hone her skills.

Noah smiles at Fir's words, and states that he is happy to see that she wants to be like her mother. Embarrased, Fir leaves the arena first, and Noah, still laughing at Fir's blush, joins the battlefield shortly after.

After Roy, with the help of Bors, Zelots and his men, has defeated Debias, all that stands between him and Lilina is the castle's gates. Although Merlinus understands Roy's distress, he reminds him that their men are working as fast as possible, so he has to be patient. Then, he asks Roy what he thinks of Lord Hector's tale.

Roy says he believes it, seeing as one of the greatest tacticians in Lycia was defeated in such a short time. When Merlinus comments that Bern's army is one of the strongest forces in Elibe, Roy agrees with him, adding that he cannot imagine how strong true dragons could be. Their hope lies now in the weapons that are effective against dragons... the Divine Weapons. However, Roy does wonder why one of these weapons would be here in Ostia. Merlinus nods, but then drops the topic as their men have finally knocked down the castle's gates.

Roy rallies his troops once more; they are to charge and rescue Lady Lilina, no matter the cost.

Beginning log

After hearing of the rebellion, Roy quickened his pace toward Ostia. According to the information gathered on the way, General Legance, one of Lord Hector’s advisors, had started a rebellion with Lieutenant Debias to sell Ostia to Bern. The unsuspecting Lilina was then captured by Legance. Instead of killing her outright, Legance imprisoned her in Castle Ostia, perhaps thinking she could be of some use later on. Hearing the latest report, Roy charged into Ostia to rescue Lilina. The great Lycian city of Ostia was about to become a battlefield, trampled upon and stained with blood.

Strategy

This section details unofficial strategies that may help with completion of the chapter. This may not work for everybody.

Roy's army has finally reached Ostia, and the Lycia arc is about to end. The player should bring their best units to this chapter; mounted units will come in handy for visiting all eight houses. There is no need to hurry, though; there are no thieves or brigands who could destroy the houses, so it is recommended first to defeat the nearest enemies and then collect items.

The most challenging aspect of this chapter is to keep alive Zelots and Trec. Noah is not a problem, as he arrives after turn two, and Roy should be already there to recruit him. If the player is interested in the other two units, they should send two strong mounted units to rescue them, such as Marcus, Alen or Lance (the last two only if they have been trained.) Shanna is not a good option due to the three archers who are surrounding the area.

The left side of the player's army should claim the trees there as soon as possible. The right party will face the biggest problems, as most enemies will come from this side. If needed, the player should advance slowly and take their time. The best strategy should be to rescue Zelots and Trec, and to bring them to Roy, instead of sending the lord to the fray. Given that most enemies use lances, the probabilities of Roy leaving the battlefield without a scratch are quite low.

The first arena of the game is located here; it is the building that Noah comes from. The player should keep in mind that units who are defeated here cannot be used any longer (in other words, they die) and all units will use iron weapons to fight. A way to measure how strong the enemies there can be is the amount of money the dealer asks to bet. If it is more than 800 gold, it is better to leave the arena.

After turn 10, four cavaliers will arrive from the south, so the player should either advance quickly or leave some units behind to deal with them. The most dangerous of them is at level fifteen and has a Silver Lance; the rest are quite similar to the original enemies. The other batch of reinforcements will arrive after any unit crosses either the doors or the small open square in the same wall, with eight enemy units appearing next to the boss. Most of them can attack from a distance, so the player should try to play the open spaces to their advantage, creating a choke point.

The boss is quite easy; Roy's Rapier, the Hammer, the Armorslayer, or magic spells will make short work of him. As a side note, Debias is the first boss with whom someone can have a special conversation - in this case, Bors. Once the boss has been defeated, Roy can seize the gate, and the chapter will end.
