The City Without Light is the twentieth chapter of the Silver Snow route and the twenty-first chapter of the Verdant Wind route in Fire Emblem: Three Houses.

Plot

Silver Snow

As the Resistance prepares to assault Shambhala, Rhea decides to personally accompany them to find out the truth behind those who slither in the dark. The Resistance forces storm Shambhala and defeat Thales, leader of those who slither in the dark. As a final act of defiance, Thales bombards Shambhala with javelins of light, forcing Rhea to transform into her dragon form and repel them; she is gravely injured in the process.

Verdant Wind

Claude questions why those who slither in the dark didn't blow up Garreg Mach Monastery with their javelins of light. The recovered Rhea explains that a long time ago, a massive ball of light fell upon the monastery, but was redirected to Ailell; the monastery houses a sacred power that can repel the javelins of light. Judith realizes that they have been restrained in their usage of the javelins of light because Hubert managed to use their attack on Fort Merceus to pinpoint their location. Rhea decides to personally accompany the Alliance to Shambhala to find out the truth behind those who slither in the dark.

The Alliance forces storm Shambhala and defeat Thales, leader of those who slither in the dark. As a final act of defiance, Thales bombards Shambhala with javelins of light, forcing Rhea to transform into her dragon form and repel them. Deep within Shambhala, the resurrected Nemesis emerges from a coffin and swears to kill Seiros. The Alliance retreats to Garreg Mach with a badly injured Rhea, where Claude realizes that she is The Immaculate One and a child of the goddess. He and Byleth decide to get the full truth out of her.
