Spendy Scimitar accelerates the cooldown count for its user's special skills, boosts its user's stats during combat when the user initiates it or is in close proximity to allies—providing a greater boost if the user has been enhanced with Dragonflowers—and nullifies cooldown acceleration on the target and cooldown deceleration on the user if the user has used at least two bursts of Dragonflowers.
