Despite a lackluster promotion and terrible combat, Sleuf is a useful unit. The mere fact he has an A-rank in staves makes him a great contributor. Staff utility in Thracia is valuable, with a massive number of applications. The game has a variety of obtainable staves, and Sleuf can use almost all of them with no investment.

Sleuf, Priest of Bragi
After the war, instead of returning to the Tower of Bragi, Sleuf traveled around the continent spreading the teachings of Edda. Sleuf inspired other priests to do the same, and the Edda Church eventually became one of the leading religions of the continent.
