Ruger (Japanese: リューゲル Ruger) is a leader of an unidentifiable group of bandits and the boss of paralogue 9 of Fire Emblem Awakening. Ruger is responsible for causing chaos on an island in southeast Valm; he and his band cause mischief in the towns wherein Ruger impersonates Chrom. Due to this, the villagers in the towns are hostile to the real Chrom when he and the Shepherds arrive on the island. Among Ruger's band is Cynthia, who has also been tricked by Ruger's "Chrom" ruse. Even as Ruger's band gets into battle against the Shepherds, Ruger goes about attempting to recruit nearby neutral mercenaries into joining his cause, still using the "Chrom" ruse. Furthermore, once the Shepherds come close to him, he'll attempt to run away. Depending on the player's strategy, Ruger is either defeated by the Shepherds or manages to successfully flee from them.
