Reunion at the Fortress City is the ninth chapter of Fire Emblem Warriors: Three Hopes on the Azure Gleam route and the final chapter of Part I.

Dimitri reports that Kingdom forces have already withdrawn to Arianrhod and elects to sever the Imperial supply lines and defeat Edelgard, hoping to win the war in one fell swoop. Meanwhile, Leicester has retaken control of the Great Bridge of Myrddin thanks to the Count Gloucester, who feigned his defection to the Empire and has ceded his title to his son Lorenz. Claude vows to keep a close eye on who wins the upcoming battle between Faerghus and Adrestia so that he can ensure the Alliance remains in a position of power after the war.
The Kingdom forces arrive at Arianrhod just as Imperial forces led by Count Rowe's bannerman Gwendal come to blows with Kingdom forces led by Miklan and Knights of Seiros forces led by Catherine and Shamir. Miklan loses his life in defense of the Silver Maiden, allowing the Kingdom forces to slay Gwendal. Edelgard arrives to personally lead the Imperial forces, but the Kingdom manages to defeat her. As Dimitri and Edelgard clash, the dark mage Thales arrives. Edelgard accuses Thales of being the true instigator of the Tragedy of Duscur, and Thales attacks them both. He uses a Crest Stone to forcibly transform Edelgard into a Demonic Beast of extreme power. Shez rescues Dimitri as Imperial forces retreat. Realizing that Thales is the leader of the hostile mages and the true mastermind behind the conflicts that have plagued Fódlan, Dimitri vows to defeat him. He elects to retreat to Fhirdiad to recover from injuries sustained during the battle. Meanwhile, Edelgard has been reduced to a servile puppet under Thales' control; Thales appoints the corrupt former prime minister of Adrestia, Duke Ludwig von Aegir, to act as regent ruler of the Empire.
