While the occupying Begnion army was obsessed with hunting down the rebel Dawn Brigade, they paid no attention to Pugo and his bandits and let them run wild and pillage the people of Nevassa.[1]

Personality and character

Pugo has no respect or sympathy for the people he steals from, and even less for the Dawn Brigade, whom he sees as giving "proper thieves a bad name."
