Ogier joins on turn 6 of Chapter 8 as a level 3 Mercenary. While his base stats are not terrible for a level 3 unit, Ogier needs significant investment to match the rest of the army when he joins.
Ogier benefits from the fact several chapters after he joins are filled with axe users. Ogier specializing in swords allows him to gain weapon triangle advantage and train on them quite easily. However, he only doubles some of them at the base level. 9 speed is alright for a level 3 unit, but it is insufficient to double many enemies. This means Ogier will not be very proficient at killing the axe users on the Western Isles until he has gained some levels.
Ogier's other weakness is his pitiful resistance at 0. With only a 15% growth, he will always be weak to magical attacks and rely on dodging them. His physical bulk is not stellar either - only 24 HP and 4 defense. In chapter 8x, he can survive a hit from most enemies, but he gets doubled and one-rounded by Myrmidons. In chapter 9, he can survive a hit from all enemies and does not get doubled anymore, but once he takes a hit, any attack will kill him. For that reason, Ogier needs babysitting while he is being trained.
Fortunately for Ogier, his promotion to Hero makes him easier to use. He gains +1 to his sword rank, an E-rank in axes, and significant statistical bonuses, especially defensive stats. +4 HP, +4 defense, +2 resistance, and +2 speed all help him survive enemies. Upon promotion, he should be able to double some enemies. However, he will not double everything on average. A promoted Ogier can also start using axes. He gets weighed down by most axes, but they deal more damage and give him a weapon triangle advantage over lance users.
The main problem with Ogier is that using him is completely unnecessary even if the player wants to have a Hero on their team due to Dieck easily filling that role. Dieck joins much earlier than Ogier, with a higher base level and higher stats. Dieck can one-round enemies as soon as he joins. In contrast, Ogier will not one-round anything for a long time and may never reach the necessary thresholds without stat boosters. Ogier can also barely survive one hit when he joins, and some enemies one-round him, while Dieck can take two hits from most enemies.
That said, if the player likes the idea of raising a mercenary almost from scratch and making him reach competence, Ogier is not impossible to raise. He faces low hit rates throughout the Western Isles because he has a weapon triangle advantage over the plentiful axe users. Besides, Hero is a good promoted class - a promoted Ogier can usually hold his own against enemies and contribute throughout the game. Yet, Ogier will never be amazing even if he is raised, so the player should not have very high expectations.
