Kohga is a former nation of Hoshido which was bordering the country of Mokushu. The identity of the former leader prior to the events of Fire Emblem Fates is unknown.
The nation of Kohga used to be located in a mountainous and lush environnement similarly to other neighboring countries like Mokushu.[1]
It is revealed by Shura, a former resident of Kohga, that a ninja clan used to live in the country and were serving the royalty of Hoshido before the massacre of the entire clan by Mokushu's forces.
After the events of Fates, Shura started the rebuilding of Kohga with the help of the hoshidian royal family.[2]

In truth, it may not have been too different from other small countries... Nostalgia could easily have clouded my judgment in such matters. But for me it will always be an earthly paradise... one that must be restored at all costs." — Shura and Corrin, Fire Emblem Fates
