The group arrives in a village in Bern close to the border. They find the village in the midst of preparations for the coming-of-age ceremony of Prince Zephiel. Eliwood asks Hawkeye and Pent if they know the location of the Shrine of Seals. Neither know of its true location as the royal family is likely the only ones who know and the route is guarded well by Bern's soldiers. The lords acknowledge that their task is quite tricky as they need to learn about the Shrine of Seals’ location without revealing their identity, motives, or presence in Bern lest they give King Desmond reason to invade Lycia. Pent assures the group that there will be no need to expose themselves to such a danger as he and Louise will greet Queen Hellene before her son’s coming-of-age ceremony as she and Louise are distantly related. They promise to return with any relevant information and depart to attend to their duties as Etrurian representatives. Before they leave, however, Hawkeye gives the couple a Heaven Seal. Athos wanted Hawkeye to give the Lycian lords the seal at his discretion but feels Pent and Louise will be better judges of when the timing is best. Pent and Louise accept the seal, and promise to return.
Meanwhile, in the village Lloyd and Linus come across a fellow member of the Black Fang, Nino. The brothers greet her and ask her is she’s on a mission for the Black Fang. She cheerfully tells them that she is delivering a message on behalf of her mother and requests that the brothers do something with her once they have all finished their jobs. Nino quickly departs afterwards, eager to finish her mission. Once she’s out of earshot, Lloyd and Linus wonder how such a pleasant child can possibly come from a woman such as her mother.
The Lycian lords have grown tired of waiting for Pent and Louise to return. Legault - if he is alive - suggests that the group gather intel on the Black Fang from the villagers. After consulting with the Tactician, the lords decide intel gathering would be their best course of action. Hector and Lyn depart together, leaving Eliwood and Ninian alone. Ninian teases Eliwood about his apparent need to chaperone the others and Eliwood responds by saying that he likes her laugh. Despite attempting to keep a low profile, the group is quickly spotted by Linus and Lloyd. Linus insists that he and Lloyd combine their power and finish their target now. Lloyd is unsure of the timing and claims attacking them while in town violates their creed; therefore, Lloyd opts to inform his father of Eliwood’s presence and tells Linus to track their movements. Linus decides to ignore Lloyd’s plan and orders Igor to prepare for battle. Igor attempts to protest Linus flagrant disobedience of Lloyd’s orders but Linus retorts that it will be fine as long no villagers are harmed. Igor capitulates and taunts Eliwood’s group into the town, thus, beginning the battle.
During the fight, Geitz appears on the battlefield. Geitz, although unaffiliated with the Black Fang, decides to discreetly join Linus’s side. Dart recognizes Geitz during the fight and strikes up a conversation with him. Dart asks how Geitz arrived on the battlefield and came to fight alongside the Black Fang. Geitz bluntly admits he was wandering and bored and wanted to get involved in the fight because it looked fun. Geitz then requests to join Dart’s group since he has nothing better to do and wants to raise some trouble alongside a pirate. Dart grants his request and Geitz joins Eliwood’s company. Meanwhile, Nino is waiting for her contact to arrive. Nino is idly wishing that she could join the rest of the Black Fang in taking down evildoers when Jaffar suddenly appears. As Nino begins to relay her message, she notices Jaffar has been seriously wounded. Jaffar tries to get Nino to ignore his wound but faints mid-sentence, leaving Nino unsure of what she should do.
Once Linus has been defeated, he lulls Eliwood into letting his guard down and grabs him from behind; However, just before Linus can kill his captive, Eliwood tells him to do what he must. Eliwood has concluded that the Black Fang are not filled with black-hearted fiends like Nergal and asks Linus why they must fight considering the honor with which both sides fight. Linus is confused by Eliwood’s actions as they do not match how Sonia and his father characterized him. Linus then leaves to clarify the situation with the other Black Fang members. After Linus departs, Eliwood and Lyn hope that Linus’s actions reflect a glimmer of hope to pacify the Black Fang without fighting. Hector, with the death of Leila still fresh in his mind, asserts that Eliwood and Lyn are misguided to have faith in the Black Fang and storms back to camp.
The scene changes back to the house where Nino is treating Jaffar, who has awoken after Nino took care of his wounds. Jaffar is initially ungrateful for Nino’s help as her actions have defied the law of the Fang: “Sacrifice the wounded to salvage the strong.” He chastises her for not killing him causing Nino to respond that she could not possibly allow a comrade to die. Jaffar’s wound starts to bleed again and Nino begs him to allow her to help. Jaffar eventually relents. Outside the village, Linus is making his way back to Lloyd, his heart awash with uncertainty about the Black Fang’s righteousness. Suddenly, Limstella appears and drains his quintessence, killing him. Limstella leaves Linus’s body behind for Lloyd to find. Later on, Lloyd encounters his brother’s dead body and assumes that he was killed by Eliwood. The death of Linus goads Lloyd's resolve to kill Eliwood and his companions.
At the Bern Manse, King Desmond has arrived to speak with his son, Zephiel. Hellene meets the king in his stead as Zephiel is in the middle of his lessons. Desmond decides that it is acceptable to speak with Queen Hellene instead of Zephiel on the matter of the upcoming coming-of-age ceremony. Hellene relishes in this moment as her son will soon be recognized as the true heir to the Bernese throne as opposed to the child of Desmond’s mistress, Guinivere. As Hellene gloats over her victory over her husband, Desmond interrupts and reveals that the Fire Emblem was stolen last night. Without the Fire Emblem, the coming-of-age ceremony is impossible to conduct and must be cancelled. Hellene accuses Desmond of arranging the theft of the Fire Emblem and asks why he despises Zephiel so despite their blood relation. Desmond admits that he is jealous of Zephiel’s burgeoning talents as a leader and the adoration he has earned from the public despite not being king. Desmond leaves after laying waste to Hellene’s ambitions, leaving the queen in a state of desperation. Pent and Louise come to speak with Hellene almost immediately after Desmond’s departure. Hellene confides her worries in the couple and they return to Eliwood. Once they return, Pent tells Eliwood that Hellene has asked him to find the missing Fire Emblem within ten days and in return will likely grant any request Pent may have, including knowledge of the location of the Shrine of Seals.

Intro: I see... shades of the battle yet to come... Augury: A moment, please... ... ... ... Oh... I'm not sure what to do. The enemy is so very strong. One, a fallen hero... A potent adversary. You must be careful. To survive this trial, you will need lances, bows, and...strong magical attacks. As for items...take pure water and a Barrier staff. Swordreavers should come in handy, too. Something else... You'll meet someone. Very powerful...with an axe. He may aid you. Send an envoy who smells of the sea to treat with him. ...That's it.

The chapter ends as soon as Linus is defeated, so the main task is to reach him. Move your main party upwards, and keep some of your stronger units on the right side, since a large number of wyvern riders and pirates will come from that side. Geitz has more movement than an unpromoted Dart, so baiting him out with a unit with high avoidance or bulk is recommended. The bottom village has an Earth Seal and the secret shop on the lone island is the last possible place to purchase weapons that deal bonus damage, but caution is due when considering the prevalence of ballistae. Linus himself is rather strong, but his relatively low resistance can be exploited by magic attacks.
