Look, everyone. Your sacrifices were not in vain. I'll fulfill our duty, even if I must do it myself. I am a true knight of Ilia!
— Fiora in Chapter 18.

Fiora (Japanese: フィオーラ Fiora) is a playable character in Fire Emblem: The Blazing Blade. She is one of three playable Pegasus Knights available to join Eliwood/Hector's party.

Fire Emblem: The Blazing Blade

Role

Fiora can be recruited in Chapter 18 (Eliwood's Tale) or Chapter 19 (Hector's Story). She appears as an NPC at the beginning of Turn 3, and will join the party if spoken to with Florina. She is the second pegasus knight that can be recruited.

In The Dread Isle, Chapter 18 for Eliwood and Chapter 19 for Hector, Fiora finds her sister Florina. It is revealed that Fiora had been hired by Pent[1] to investigate the island with a whole squadron, but was the only survivor of a large attack. Though she blames herself for the loss of her squadron, Florina tells her not to, helping Fiora overcome her sadness. Fiora follows Florina's advice to join her army.

Depending on the player's supports, Fiora may marry Eliwood, Kent, or Sain, or become the head of a mercenary company.

Analysis

This character analysis section may not be accurate to every player's experience.

Comparable to other "second Pegasus Knights" like Thea and Tana, Fiora suffers a bit from getting outclassed by Florina since she has better availability and the possibility to promote earlier. This shouldn't deceive you though, since Fiora's base stats and lance rank are decent, her growths in HP and resistance are pretty good and flying utility in general is very useful throughout the game, making Fiora perfectly capable of contributing and catching up to her younger sister.

The most troublesome issues Fiora comes with are typical for the Pegasus Knight class, since she joins with low HP, defense and constitution. Those factors will impair her early combat performance, but will get less important later on thanks to the Falcon Knight promotion gains and Fiora's decent speed growth. She also has to avoid most bow users, especially around her jointime, since a hit of the Steel Bow can bring her down very quickly, most likely killing her when she already has sustained damage. Again, this will be less of a long-term issue due to the generally low effective damage and the increased durability of the Falcon Knight class, but even later on it's still unwise to let her face multiple bow users at once.

Her high movement and the ability to fly over impassable terrain does help Fiora to reach distant villages, kill vulnerable or dangerous enemies and thus contribute in combat, in addition to giving her extra utility as an excellent ferry unit. This is especially useful during some late chapters like Night of Farewells or Cog of Destiny, where huge parts of the maps are covered with water or mountains and enemies can easily block your path when you are tied to the ground. Having flying movement also helps Fiora to snipe annoying staff or siege tome users, who are unlikely to pose any threat to her due to her high resistance growth.

Overall, Fiora is a good unit, not only possessing decent growths and bases, but also having access to flying movement and lances, which are very useful weapons during the entire game, though her low constitution and physical durability will hold her back at the beginning.

Personality and character

Fiora is the eldest sister of Farina and Florina. She shows great trust in her younger sisters and subordinates in the army but she is overprotective of Florina, still viewing her youngest sibling as a little girl. In the beginning of The Blazing Blade, she is not on speaking terms with Farina, who left their family after they had a heated argument. Fiora has great pride in herself, but is bothered by sometimes not being able to complete missions on her own, and often puts herself down for not always being there for her siblings. According to her support with Farina, Fiora does not keep track of money well, many loans and debts hanging over her head.

Fiora is loyal to her homeland of Ilia, but often risks her life to defend it or to save others before herself. This loyalty is also reflected in her being a stickler for rules and regulations, which sometimes interfere with her relationships with others.

Endings

Fiora, Wing-Borne Warrior
Fiora flew many missions as the head of a mercenary company. Her donations saved many poor families in Ilia from destitution.

Eliwood and Fiora
Eliwood and Fiora were wed after the conflict. A group of Lycian nobles protested that she was a mercenary, but none could sunder their bond of love. They have a son named Roy, who will become a great hero.

Sain and Fiora
Although they returned to their respective countries, Sain and Fiora continued to seek each other out. When Lyn abdicated Caelin's rule to Ostia, Sain resigned his commission and moved to Ilia. He and Fiora later wed.

Kent and Fiora
Although they returned to their respective countries, they visited one another often and their relationship bloomed. When Lyn abdicated Caelin’s rule to Ostia, Kent resigned, moved to Ilia, and married Fiora.

Pent: Fiora, please... Don't worry about that for now... It is I who should apologize...
    Fiora: ...What for?
Pent: I understand you lost companions on Valor... It is my fault. I should have provided better information. I had no idea there was such danger.
Fiora: No, my lord. It was carelessness that invited danger. My own. There is no reason for you to feel responsible...
    Pent: But...
Fiora: I take full responsibility for the failure of my mission... And now, if you will excuse me...
