At start of combat, if unit's HP = 100% and foe uses bow, dagger, magic, or staff, neutralizes foe's bonuses (from skills like Fortify, Rally, etc.) during combat.

Dull Ranged (Japanese: 強化無効・遠距離 Nullify Strengthening · Long Range) is a three-tiered passive type B skill which debuted in Fire Emblem Heroes; the individual tiers of the skill are known as Dull Ranged 1, Dull Ranged 2, and Dull Ranged 3 in order from lowest to highest. Units with a Dull Ranged skill can, whenever their target wields a range-two weapon skill, neutralize any bonuses on the target; the HP threshold required for this to take effect drastically decreases with the skill's tier.
