On Drifting Clouds (Japanese: 流れゆく雲に On Drifting Clouds) is the prologue of Part II of Fire Emblem: Radiant Dawn. In this chapter, Queen Elincia struggles with her diplomacy, then wards off Begnion invaders.

In a past meeting with several aristocrats, Elincia acknowledges Pelleas as king of Daein, and states her desire for a peace between it and Crimea. The aristocrats criticize this, as well as her choice to send Bastian as an envoy to Daein. Lucia, a close friend of Elincia, attempts to justify the latter to them, only to be silenced partway. General Geoffrey's loyalty to Elincia is also questioned as something more emotional than he lets on.
In the present, Elincia meets up with Marcia, who seeks to cheer her up. Elincia worries that she has brought hardship to Marcia by appointing her as a Royal Knight, but Marcia dismisses this. Elincia ponders her newness to the position of queen, and wonders if she is not worthy of it. Marcia reassures her that she is worthy, stating that she always puts the people of Crimea first. More sure of herself, Elincia flies off alongside Marcia to return. On their way, they find two laguz—Nealuchi and Princess Leanne—being harried by Begnion forces. Marcia flies in further and declares that their actions are violating Crimea's sovereignty. Elincia, disguising her identity, warns the Begnion forces to leave immediately, but they refuse, forcing Elincia and Marcia to defend the two laguz with force. Partway through, a dracoknight named Haar steps in to aid the four, and they continue their fight.
After dispatching the Begnion forces, Elincia greets Leanne and Nealuchi. The two explain that Leanne needs to see Ike as soon as possible, and were travelling to Crimea to do so. Elincia explains that Ike left Crimea over a year ago, and that few have been able to track him down, though she offers to aid the two in the meantime. She also explains the recent unrest in Crimea to them, and hopes that it should not disturb their visit.
Beginning log
Daein has been reborn. Word of King Pelleas's coronation reaches neighboring Crimea within days. Crimea itself has spent the past three years rebuilding from the damage it suffered during the Mad King's War. News that Ashnard's son now sits on Daein's throne sends waves of unease and worry rippling across the land. Alas, this is not the only thing disturbing the people of Crimea during this time. There is an ever-widening gap emerging between Crimea's noble class and the nation's young ruler, Queen Elincia. Crimea lost its king during the Daein invasion, and Elincia is still an inexperienced ruler. What's more, her very existence was a secret from the public, and so she came unexpectedly to her succession. Many of Crimea's noble houses raised their voices in protest against her rule. Elincia's desire for a long-lasting peace has driven her to strengthen Crimea's ties with the laguz nation of Gallia, and to renounce Crimea's claim over a defeated Daein. Her political moderation is seen as a sign of weakness among her critics. Ike, the young hero who led Crimea to victory in the Mad King's War, was granted a peerage for his heroism and bravery. The elevation of a common mercenary to the nobility, however, widened the rift between the aristocracy and the queen yet further. Perhaps to avoid becoming mired in these power struggles, Ike renounced his peerage and took his leave of court. Yet Ike's actions did little to placate the nobility. They continue to criticize the queen's every decision, and lay squarely at her feet the blame for all of Crimea's woes.

If given the opportunity, the enemy Dracoknights will attempt to capture Leanne, then escape the map along with her; as they all have Canto, they can progress to the escape point as soon as they capture her. An enemy leaving the map with Leanne causes a game over, as will she, Nealuchi, or Elincia being defeated. Elincia's Stun skill can prevent an enemy from acting for the rest of the turn, thus potentially preventing them from taking Leanne. If Leanne cannot move out of an enemy's range, she can be rescued; every unit present has the weight to rescue her.
After this chapter, Elincia is not playable again until Part 2's endgame, and her inventory will be inaccessible until then. Any items the player may wish to utilize must be traded away from her before the end of this chapter; in particular, her Slim Sword can be useful for Marcia in Chapter 3—Elincia will be given Amiti at the start of the endgame, so she will not lack a weapon.
