A Dragon's Decree (Japanese: 聞こえざる啓示 An Inaudible Revelation) is the seventh chapter of the Conquest campaign in Fire Emblem Fates. In this chapter, Corrin is sent by Garon to suppress a rebellion in the Ice Tribe all by themselves and sets out into the Woods of the Forlorn alone; Corrin does not remain alone for long, as six others follow Corrin into the woods, five of them doing so on Xander's suggestion. Corrin's impromptu army must deal with the local Faceless before they can reach the Ice Tribe.

In addition to the next chapter in the storyline, clearing this chapter will also unlock the first paralogue chapter, and is additionally one of the prerequisites in unlocking the remaining paralogue chapters as the player can unlock either one or two such chapters depending on circumstances: one chapter if the player has chosen a male Corrin, two chapters if the player has chosen a female Corrin.

Plot

As Corrin, Xander, Camilla, Leo, and Elise return to the throne room at Castle Krakenberg, Xander reveals the results of Corrin's decision to Garon, after which Garon starts talking toward Corrin in an unpleasing tone and talking ill of Mikoto in particular, with Elise jumping into the conversation to defend Corrin at one point; Iago deduces that Corrin may have actually sided with Hoshido and returned to Nohr in order to kill Garon, after which Corrin and Xander state that to not be the case, with Leo stepping in to prevent a full-out argument. Garon asks what happened to the Ganglari, after which Corrin reveals what went down in the Hoshidan capital plaza and deduces that Garon might have planned the events and sent them to Hoshido with the Ganglari in order to be killed, with Garon denying any knowledge of the events; as Iago again accuses Corrin of being a Hoshidan spy, Garon orders Xander to kill Corrin, to which Xander refuses. As Corrin states that they would rather commit suicide than let Xander kill them, Garon decides to counsel the sacred dragon, Anankos, to decide Corrin's fate; Garon reveals that Anankos's judgement favors Corrin joining the Nohrian royal family, to the delight of Corrin and Xander and to Iago's horror. Garon then states that Corrin must pass a test, suppressing a rebellion in the Ice Tribe, and states that success will mean that he'll accept Corrin as his child; as Xander states that he'll prepare the troops and Elise offers her healing services, Garon states that Corrin has to supress the rebellion by themselves without any assistance. Xander states that Corrin has to pass through the Woods of the Forlorn en route to the Ice Tribe and states it to be unwise to expect Corrin to have to go alone, with Garon then stating that Xander is to either let Corrin take the task alone or kill them; as Xander starts to reluctantly prepare to kill Corrin, Corrin volunteers to take on Garon's task alone and vows to not let Garon down. As the royal siblings leave the throne room, Garon then reveals his intentions to make Corrin suffer; we then see that Xander has been eavesdropping, and states that he knows what he must do.

We cut into the Woods of the Forlorn where Corrin is seemingly making their way through the area alone and apparently lost when Lilith arrives on the scene, immediately making Corrin feel a little better; as Corrin continues their trek through the woods, where they run into a Faceless and attacks it, only to find it powerful enough that they need to use their Dragonstone. More Faceless arrive on the scene to join the fray, with Corrin stating that there's no time for them to transform before crying out in fear; a dagger suddenly strikes the helmet of one of the Faceless, after which we find out that Felicia/Jakob was the one who threw the dagger. As Felicia/Jakob states that they arrived in time, Corrin asks her what they are doing in the area, to which Felicia/Jakob states that they weren't going to let Corrin take on the task alone no matter what Garon said; Felicia/Jakob then states that they and Flora were moved to the castle after Corrin left the northern fortress, and that nobody will notice them being gone with Flora covering for them. Corrin states that they have to take on the trial by themselves, and that they haven't even reached the Ice Tribe and thus haven't even begun the trial; as another Faceless arrives, Corrin asks for Felicia/Jakob's help, to which Felicia/Jakob states they won't let them die in this place. Preparations take place at this point; the battle begins once preparations are complete.

At the end of turn two enemy phase, Corrin tells Felicia/Jakob that they're horribly outnumbered when a mysterious voice calls out toward Corrin; the owner of the mysterious voice, Silas, arrives on the scene, as he was sent by Xander to aid them, after which Corrin and Silas talk about their interactions back when they were children, with Corrin initially stating that they had forgotten about these events and remembers them when Silas reveals that Corrin stopped the guards from executing him. As Silas states that he is prepared to fight at Corrin's side, Elise then announces her presence and rides onto the scene; Elise states that she wasn't going to let Silas join Corrin's side alone, and that she's arrived to help, also sent by Xander to aid them, regardless of what Garon thinks. Elise then berates Silas for getting ahead of her, after which Silas states that Elise has her own retainers to look after her; Elise then states that her retainers should be arriving shortly, after which Corrin asks Elise to go easy on Silas.

At the end of turn three enemy phase, Arthur and Effie arrive and announce their presence, after which Corrin figures them to be Elise's retainers and thanks them for arriving; as Arthur and Effie explain their plights en route, with Arthur in particular falling into a swamp and having two birds steal his maps while Effie's armor slowed her down, Corrin thanks Elise and her retainers for coming to their aid, with Elise stating that Xander is who Corrin should be thanking--he's the one who went behind Garon's back and sent help after Corrin.

Once the battle ends, Corrin, Elise, and Silas start celebrating, with Silas stating that they can now reach the Ice Tribe village and Corrin stating that they hope the group doesn't lose their way; Felicia/Jakob states it's not possible for them to get lost, as she can guide them to the Ice Tribe village as she reveals that that is where she was born--she states that she could lead them to the Ice Tribe village with her eyes closed, but she'll keep them open so that she doesn't trip Felicia/Jakob tells the group to stay close. As the group leaves the area, Iago appears on the scene, states that he didn't expect Corrin to survive the battle, and reveals himself as the one who summoned the local Faceless, then denounces Xander as a traitor; he then states that he doesn't understand why Garon allowed Corrin to live after what Corrin went through, and that he'll ensure Corrin's experience gets more difficult from this point forward.

Summary

Corrin's love for the Nohrian siblings prevails, and a path is chosen. They return to the castle to tell King Garon what took place.

Strategy

This section details unofficial strategies that may help with completion of the chapter. This may not work for everybody.

If Corrin is female, it is very helpful to get her and Jakob married as soon as possible. Jakob does extremely well as a Wyvern Lord and can gain Swordbreaker early to help defeat Ryoma in Chapter 12 without issue, and marrying him off before then allows you to recruit Dwyer to heal on that map while still maintaining a reclassed Jakob. As long as you keep the two together at all times, you should have them married by Chapter 10 or so; they will have a C Support and change from the prologue chapters and the Private Quarters meeting that Jakob is guaranteed to get, and they have a fast support. This is going to take a concentrated effort, so plan ahead. Spending your Dragon Vein point on the Staff Store lets you buy a Tonic if you need one, while grabbing the Dusk Armory allows you to buy a Bronze weapon for improved accuracy.

During this chapter, you get Silas, Elise, Arthur, and Effie. Silas is a bulky Cavalier who boasts access to the Mercenary class and a friendship with Kaze, allowing him a very strong enemy phase as a Master Ninja and Shurikenbreaker to help deal with the dangerous Master Ninja in Chapter 25 and the Endgame. Elise is your primary healer, and her high Magic and Resistance growths allow her to take the odd shot from a magic-wielding enemy. Oddly enough, she also makes a surprisingly competent Wyvern Rider, as class bases and Strength +2 are usually enough to carry her to C axes and the Bolt Axe. Arthur is a statistically bland Fighter whose biggest contribution is fathering Percy, a powerful combat unit whose paralogue provides lots of money. Effie is a Knight with insane Strength who will be one of your main damage dealers throughout the game.

Since Grisly Wound and Poison Strike only activate if the enemy is left alive, killing the enemies in one round is very helpful. Corrin in particular can kill most of the Faceless in the map in one round if they have 21 Attack and 14 Attack Speed. Tonics, pair-ups, and skills can be used to reach these thresholds. Aside from this, dual strikes can also be used to take out enemies quickly.

There is also a one-tile chokepoint in the bottom-right corner of the map. If the player is able to clear out the enemies in the bottom of the map, they can use a defensive unit such as Effie to hold the chokepoint and make the enemies easier to deal with.

After the battle, you can spend your second Dragon Vein point on whichever of the Dusk Armory and Staff Store you didn't take. You can now safely Heart Seal someone and arm them with an appropriate Bronze weapon. There are four main candidates: Corrin likes to go Wyvern Rider to work on getting Swordbreaker, Jakob becomes a strong early combat unit as a Paladin, Elise can become a powerful combat unit as a Wyvern Rider, and Mozu's base Villager class is very poor and she really wants to go Archer to contribute meaningfully.

Trivia

  • This chapter is one of a few in the Fire Emblem series, and one of even fewer on a Normal difficulty, to include a preparations phase that allows the player to deploy only two units initially; as Corrin's deployment is mandatory, this means the player may deploy only one other unit, which will be Felicia or Jakob should the player not have obtained Anna or any bonus units beforehand.
