Ha ha...You're quite honest. However, if actually faced with such a choice, a man such as yourself would not hesitate. If faced with an individual in pain, you would act instinctively. Your body would not wait for the command.
— Sephiran, to Ike

Sephiran (セフェラン Cepheran) is a Begnion politician and nobleman, the Prime Minister of Begnion and the Duke of Persis. He has long served as an ally and aide to the Apostle Sanaki, and commands the loyalty of General Zelgius of Begnion's Central Army. Renowned as both a knowledgeable and honest man, Sephiran is considered by much of the Senate of Begnion to be a threat to their exploitative practices.

Sephiran's true identity is Lehran (エルラン Erlan), an ancient heron laguz who once served as a companion to the goddess Ashera, and was responsible for sealing Yune in what later became known as Lehran's Medallion following her defeat. He was the first husband of Altina, the founder of Begnion, and the father of the first Branded and ancestor of Begnion's lineage of apostles. His experiences following his retreat into seclusion deeply embittered him against humanity and provoked him into orchestrating the rise of conflicts across Tellius in a bid to hasten Ashera's awakening and the judgement of humanity.

Biography

History of Tellius

Lehran was a companion and advisor to the Goddess of Dawn Ashunera, and was blessed with the ability to hear her voice and that of her later incarnations, an ability shared by his descendants.[3] Following the Great Flood, it was Lehran's idea for Ashunera to strip herself of her inner chaos and split herself into the order goddess Ashera and the chaos goddess Yune, although he later regretted suggesting this and the subsequent war between Yune and the Three Heroes of Ashera.[4] As an alternative to destroying Yune, Lehran proposed that he would seal Yune within a medallion with his magic to contain her, in the hope that one day Ashera would wish to reunite with her, to which Ashera consented; he promised to protect Yune and keep her company with his galdrar.[5] Along with the Three Heroes, he shortly after pledged a covenant with Ashera that the people of the world would live in peace for a thousand years: the success of the beorc and laguz to coexist would cause Ashera to agree to reunite with Yune, whereas their failure would result in the punishment of both races. As part of the covenant, she entrusted Lehran and his heirs with the ability to sing the galdr of release and awaken the two prematurely, should they wish to bring her judgement early.[6]

In the following years, Lehran married Altina, one of the Three Heroes and the founder of Begnion. The two had a child, the first child of both a beorc and a laguz,[7] who was hailed by their friends and fellow heroes Soan and Dheginsea as a herald of peace between the two races.[8] Not long after the child's birth, it became apparent that Lehran had lost his laguz ability to transform and sing galdrar.[9] He recognized that this news would not go over well with the people of Tellius, and went into hiding to find a solution to the problem.[10] When he emerged, he told Altina to tell the people he died in an accident, and that the birth of their child was a false rumor.[11] Lehran went to Goldoa and lived in secret with Dheginsea for the following centuries, disappearing from the broader world, while Altina re-married a beorc and raised her child with Lehran as a normal beorc born of her second husband.[12]

For over seven hundred years afterward, Lehran lived in hiding in Goldoa, and was kept in hiding throughout his time there. On a small few occasions he met the infant prince Kurthnaga and sang to him; Kurthnaga later said he had fond memories of meeting Lehran, whom he knew only as a "mysterious man with black wings", and that he was fascinated by his singing.[13] During his time in Goldoa, Lehran came into conflict with Dheginsea's insistence on neutrality and uninvolvement with the outside world, objecting to the dragon king's refusal to aid the many laguz suffering in slavery in Begnion; less than one hundred and fifty years into the covenant, Lehran departed for Begnion, seeking to work on his own if necessary to help his brethren.[14]

Emergence and quest for revenge

Near the year 625, Lehran held a secret visit with his descendant, Empress Misaha, at the Begnion capital Sienne. She recognized him as her ancestor and trusted his word, revealed to him the Branded heritage he started eons before, and told him that knowing of him reassured her of her identity. She told him of her plan to reveal herself as a Branded to the world, in a bid to help free it of the prejudice against other Branded, despite the danger doing so would pose to her. Inspired by her courage, Lehran intended to return to Goldoa to tell them of this new hope.[15] Shortly after, he learned of Misaha's assassination from a group of Begnion peasants, of the senate's claims the herons of the Serenes Forest were responsible, and of the people's lust for revenge against them; he accidentally revealed his wings out of his anger at their claims, raising their ire too. By the time he reached Serenes, the Serenes Massacre had already occurred, and he found his medallion abandoned on an altar. In his anger and sorrow, he resolved to awaken Ashera prematurely and condemn the people of the world to her judgement for their crimes.[16]

Having lost his powers long ago, Lehran was incapable of using the galdr of release to awaken the goddesses and so resolved to awaken them through a continent-spanning war. He returned to Begnion, adopted the identity of Sephiran and joined the Senate as the Duke of Persis; he was considered by Lekain to be the youngest senator in the nation's history. In 640, fifteen years after the Serenes Massacre, Misaha's granddaughter Sanaki ascended to the throne, but was unable to be controlled by the Senate until Sephiran intervened. As a result of Sanaki trusting and behaving around Sephiran, the other senators elevated him to the rank of prime minister, intending to use him and Sanaki as puppet rulers; instead, however, the two worked directly in opposition to the senators and fought for civil liberties, opposing and condemning numerous abuses thereof on the part of the senate where possible.[17]

During this time, Sephiran continued to work on his plans to awaken Ashera. He learned of Ashnard, the young Daein prince, and informed him of the existence of the medallion, causing Ashnard to seek it out and desire the "dark god's" release, inciting the Mad King's War of 645.[18] He also paid a visit to the Daein barracks and encountered Zelgius, a Branded serving under Gawain, and convinced him to come to Begnion and serve him in his cause once he abandoned Daein.[19]

Prime Minister of Begnion and Yune's awakening

At the onset of the Mad King's War, Sephiran set out to observe the state of affairs in Crimea, in the guise of a simple monk. During his travels he arrived in a small village and found Brom and Nephenee, who had been injured in combat, and worked to heal their injuries, but for doing so he was captured by Daein forces and imprisoned in Canteus Castle.[20] He was scheduled for execution by the Daein forces, but was released a day before his execution date when Ike and the Greil Mercenaries led an assault on the castle to free its prisoners.[21] After a conversation with Ike he left, and it was not until his arrival in Begnion that Ike learned from Sanaki of his identity as the prime minister. At the conclusion of the war, Sephiran arrived in Melior and met with Ike following Ashnard's defeat, where Ike told him of his (erroneous) findings about Ashnard's role in assassinating Misaha and causing the Serenes Massacre, had Mist pass on the galdr of release to convey to Sanaki, and in return Sephiran informed him of the identity of the "Altina" he sought, Sanaki.

Three years later, when word reached Sanaki of the abuses of Begnion's occupational army in Daein, she dispatched Sephiran to lead an investigation team to Daein to identify the nature of the conflict, and in doing so derailed Lekain's plan to lead the team himself and obscure the true extent of the problem; however, the army was defeated by Micaiah and the Daein liberation army before he could arrive.[22] Later, when Begnion went to war with the Laguz Alliance, Sanaki and Sephiran recieved a letter from the Alliance telling them of the role of the Senate in perpetrating the Serenes Massacre and the assassination of Misaha, and sought to investigate and prosecute them for their crimes;[23] before they could do anything, at the height of the war Sephiran was subjected to a coup d'etat by the rest of the Senate, arrested and stripped of his rank, thus removing him as an obstacle to the Senate's wish to continue the war.[24] Following Sanaki's re-emergence and the unification of Zelgius's faction of the Begnion army with the Laguz Alliance, Zelgius returned to Begnion and released Sephiran from jail, allowing them to take the next steps in fulfilling Sephiran's plan.[25] When the two goddesses were awakened by Micaiah performing the galdr of release of Lehran's Medallion, Sephiran was in the Tower of Guidance and greeted Ashera upon her awakening, then delivered his condemnation of the two races' failure to resist war, prompting her to cast judgement upon the world.[26]

Sephiran remained in the upper levels of the Tower of Guidance, having sealed the doorway to Ashera with magic tied to his own life in preparation for the arrival of Ike, Micaiah and Sanaki. When the group arrived, Sephiran initially acted friendly and loyal to Sanaki, but as soon as Ike challenged him on his words and actions he revealed to them group his plan and servitude to Ashera, and that to proceed to Ashera herself they would have to kill him. He was mortally wounded in the ensuing battle, and with his dying breath he gave his Rudol Gem to Sanaki as a final gift. Before he could die properly, however, Micaiah used the full extent of her magic to revive and heal him, timed perfectly to trick the doorway into thinking Sephiran had died. Ike invited him to accompany his group in fighting Ashera to rectify his mistakes, an offer he eventually reluctantly accepted, arriving just as Ike's group began the battle.

In the aftermath of Ashera's defeat, Sephiran returned to the Serenes Forest at the request of King Lorazieh, and had his emotional wounds healed by the songs of his fellow herons.[27] He continued to live as Lehran for at least one millennium further,[28] and was present to greet the newly-reunified and awoken Ashunera 1,200 years after Ashera's defeat, resuming his role as her companion.

Someday...and it may be in the far, distant future... Someday we may be able to earn your trust, Goddess. In the hope of that day arriving, refrain from annihilating Yune, please.
Ashera: In my eyes, imprisoning Yune and destroying her are the same thing. ...If the chaos and disaster that Yune begets can be averted, I have no objection. I do not know, however, if Yune will submit to such confinement.
Lehran: Goddess Yune? Please hear me. I will never give up. Someday, I will see you restored to yourself. Please...
    Yune: ...Mm...
Lehran: Do not look so sad. I will always be with you. I will sing to you. You will not be lonely. I promise.

  6. "Ashera: Lehran, you have ever been a wise and kind- hearted child. In deference to you, I will place my faith in your kind one last time. For the next thousand years, I shall sleep as well. When I wake again, I hope it is to a world of peace and order, where all prosper as equals. If I do, then I will know that you have advised me well. I will reward your counsel. I will also allow Yune to return to me. I will once again be the goddess of creation, whole and complete. Ashunera, the Dawn Goddess... The name your ancestors gave me so long ago. I should like to hear it again. However, during this thousand years, if the chaos of war should arise and awaken Yune from her slumber in the medallion... I will know that you have strayed from your path, and I will punish your failure as I would reward your success. And then you will know my judgment. You will pay for your sins, each of you to the last.
Lehran: In the names of our people, we vow to keep this covenant. There will be no great war between laguz and beorc for a thousand years. So pledge Altina of the beorc, Dheginsea of the dragon tribes, Soan of the beast tribes, and I, Lehran, of the bird tribes.
Ashera: If you believe during this thousand years that you have created a world that has outgrown the atrocities of war... Or if you feel the world has fallen beyond hope of redemption, you may sing the galdr of release and awaken us both. Your heirs will possess that ability as well... Sing to awaken us, and tell us your tale. Tell us of the world your two kinds have built in our absence. We will listen, and we will judge fairly and impartially. This is our covenant with you.
" - Ashera and Lehran, Fire Emblem: Radiant Dawn
  7. "There had been other unions between beorc and laguz, but until Altina's pregnancy, no children had ever been conceived. Indeed, hers was the first child ever to be born of beorc and laguz." - Nasir, Fire Emblem: Radiant Dawn
  8. "As close friends of both Altina and Lehran, both King Dheginsea and Soan rejoiced at the news. The child would be the first to carry the joined blood of both laguz and beorc. The king said that the baby would become a symbol of peace between the two peoples." - Gareth, Fire Emblem: Radiant Dawn
  9. " Soon after the child was born, Lehran lost all the powers of the laguz. He could not transform any longer, nor could he sing galdrar." - Nasir, Fire Emblem: Radiant Dawn
  10. "Lehran was forced to make a very difficult decision to protect the peace between beorc and laguz. He decided to retreat into seclusion and consider the problem." - Nasir, Fire Emblem: Radiant Dawn
  11. "Lehran was forced to ask the unthinkable of his wife, his aides, and close friends: "For the sake of Begnion, you must tell the people that I died in an accident. Tell them the birth was merely a false rumor."" - Gareth, Fire Emblem: Radiant Dawn
  12. "Lehran left the medallion to his tribe, moving to Goldoa under King Dheginsea's protection. He simply disappeared from history after that. Altina eventually welcomed a beorc husband. She raised the child she'd had with Lehran as though it were an ordinary beorc child, born of her new husband." - Gareth, Fire Emblem: Radiant Dawn
  13. "Lehran: Prince Kurthnaga... How you've grown.
Kurthnaga: You know who I am?
Lehran: I resided in Goldoa for more than seven hundred years.
Kurthnaga: I... I had no idea.
Lehran:That's because I was kept in hiding. But I did meet you several times, when you were just an infant.
Kurthnaga: I remember a...a mysterious man with black wings. Was that you? I always thought it was a dream...
    Lehran: ...
Kurthnaga: I was always so fascinated by that man and his songs... I remember him well, and fondly.
" - Lehran and Kurthnaga, Fire Emblem: Radiant Dawn
  14. "Lehran: We must save them. Even now, as we speak, countless laguz slaves endure Begnion chains. They suffer terribly.
Dheginsea: We have done all that we will do.
Lehran: Admonitions and censures change nothing! Now is the time for the dragon tribes to use their strength to save the oppressed laguz!
Dheginsea: Goldoa does not interfere with the outside world. As king of dragons, I will not allow my people to fan the flames of war. Conflict on the scale you describe will wake the goddess and call down her judgment upon us all. This is the path to destruction. A thousand years... That is how long we swore to the goddess that there would be no war. Have you forgotten our covenant?
Lehran: Of course not. Yet...there are laguz who are treated as less than livestock. I cannot believe that this is what the goddess wants.
Dheginsea: Goldoa will not move. This decree stands from the time our nations were formed. The goddess has not yet slept one hundred and fifty years. Would you see the laguz and beorc destroyed? Would you see all of Tellius awash in blood? No, unless destruction comes to seek us at our door, Goldoa will not move, for the sake of future generations.
Lehran: Tell me, do you care nothing for the laguz who suffer in the current generation? Do you think it would comfort them to know that you condone their misery?
    Dheginsea: All things require sacrifice.
    Lehran: ...
    Dheginsea: Where are you going?
Lehran: To Begnion. I will find a solution without you.
Dheginsea: You, who have lost your birthright? All you will accomplish is your own destruction. Hold...hold, I say!
" - Lehran and Dheginsea, Fire Emblem: Radiant Dawn
  15. "Misaha: So, you were companion to the very first empress, Altina.
Lehran: I am honored that you have chosen to speak with me. You would trust in the word of a stranger?
Misaha:Yes. I can see inside you. I know you cannot speak lies.
Lehran: Is it possible? Do you share some aspect of my power?
Misaha: I do, as did my mother... Generation after generation, each apostle has been blessed to hear the voice of the goddess. We know of impending disasters, how crops will fare... All revelations originally intended for you.
Lehran: The children of my union with Altina... I had no idea...
    Misaha: Please look at this.
    Lehran: That mark...
Misaha: All of the apostles have borne this brand. It is our greatest secret. The senators must never know. Because of this brand, I thought that I had been born of some great sin. It plagued me always. Guilt tore at me every day as I hid my mark from my people, deceiving them constantly about my true nature.
Lehran: Oh, child...how can I apologize to you?
Misaha: And yet, now that I've met you, I understand. There is no shame in my heritage. None at all. I will not live in hiding. I will reveal to the world that I am one of the Branded. They must see there is no shame in who I am.
Lehran: No! You mustn't! You don't understand the danger you will be placing yourself in!
Misaha: Oh, but I do. The senators will do their utmost to rally the people against me, as they did when I freed the laguz from slavery. But I will not be deterred. If I am to lead this nation, I cannot allow it to be corrupted by prejudice and hatred. I can put the life the goddess has given me to no greater good than this.
Lehran: ...Such determination. Your eyes... They very much resemble Altina's.
Misaha: I will stand before my people and proudly proclaim the truth. And then I will guide them to a just and honest future. This is my promise to you.
Lehran: Thank you. Your strength of will, the truth that guides your life... You have shown me the way back to myself. I shall return to Goldoa and tell my friends of you and your actions. I will tell them that laguz and beorc may once again live together in peace. I will tell them that there is hope.
Misaha: Thank you, father of my mothers. I strive to be worthy of the gift of life you have granted me.
" - Misaha and Lehran, Fire Emblem: Radiant Dawn
  16. "The medallion must be quelled. I cannot allow this madness to come to pass! Judgment...the goddess's judgment... NO! What have they done? The forest... the trees... The herons were innocent... Why? The medallion... I must quell the chaotic energies! Must...calm them... Ungh! NO! Chaos...madness... So much...anger...so much...pain... Why? Why was my family taken? Why? Why was my forest destroyed? The apostle did not deserve this fate... Killed by her innocence...her murderers free to seize power... This is monstrous! This world does not need beorc. And the laguz...are deeply flawed. There is no need to wait for the covenant's thousand years. Awaken! Oh, Goddess. Awaken...and judge." - Lehran, Fire Emblem: Radiant Dawn
  17. "The year was 640, Begnion era... The empire had been without an apostle for 15 long years. The senators were being constantly harassed with complaints from the people. There had been nothing like it in history. The voices calling for young Sanaki to be crowned grew louder every day... You had just turned five years old when the senate welcomed you to the throne as the new apostle. Ah, but my young mistress Sanaki, what a difficult child you were. You threw tantrums, you screamed and cried constantly. Your conduct was hardly befitting an empress of Begnion! Everyone was at a loss... You wouldn't even stop mewling and crying during official proceedings. But then along came our youngest senator ever, Sephiran, Duke of Persis. When he took you in his arms, you immediately stopped crying. You even smiled. We had to take advantage of this obvious miracle. In an unprecedented move by the senators, we elevated Sephiran to prime minister, keeping him serving as close to you as possible. This plan, radical as it was, proved far more effective than we dared dream. A young, handsome prime minister and an adorable moppet of an apostle brought the people's support to incredible new heights. Apparently the common citizenry is gullible enough to blindly follow any leader who is sufficiently attractive. Enamored as they were, no one ever seemed to care whether or not you could hear the voice of the goddess. With the new apostle and prime minister, the political landscape became unrecognizable. Even in the face of overtly unreasonable legislation, the two of you would stand on the balcony... A smile and a wave later, the people would cheer and go on with their happy lives. [...] It was too good to be true, however. Both of you were only meant to be puppets! Each year you interfered with our government more and more, imposing your soft-hearted ideals over our sovereign rights. Were such trivialities as laguz slavery and the Daein occupation worth making issues of? The pair of you were becoming an increasingly bothersome thorn in our side. And then this war against the laguz forces... You went so far as to expose our previous indiscretions and demand reparations for the sub-humans. This was unforgivable. Clearly you both had to be removed." - Lekain, Fire Emblem: Radiant Dawn
  18. "My aim has always been to wake Ashera so that she might pass judgment on all the people of the world. What I needed was a war that would spread all across the continent. How could I achieve this? My attention turned to the young Daein prince... I could use the fiery Ashnard for my purposes. He was ambitious, a fierce warrior, and more than anything, he had an earnest desire to change the world. When I allowed him to know of the goddess sealed inside the medallion, he became determined to set her free. We could use heron galdrar or a massive, continent-spanning war to throw the world into chaos." - Sephiran, Fire Emblem: Radiant Dawn
  19. "Sephiran: When the time comes for you to leave, will you come to me, perhaps?
    Zelgius: My lord?
Sephiran: We share a...similar condition. I see something familiar within you. I can... understand your pain and isolation.
    Zelgius: But why me?
Sephiran: I have a task that I must accomplish. With you at my side, I would feel more confident of my success.
Zelgius: If I join you, will I be redeemed?
Sephiran: I cannot say. At the very least, however, you will no longer be alone. And neither will I.
Zelgius: That is enough, then. You have made my decision simple. When I leave here I will find you. I am a soldier in the Daein army. I serve under the command of General Gawain. My name is Zelgius.
" - Sephiran and Zelgius, Fire Emblem: Radiant Dawn
  20. "Brom: Master Sephiran! You live!
Sephiran: Brom, Nephenee...Are either of you wounded?
Brom: We're fine, but what about you? You were jailed for helping us...I'm so sorry! Oh, I hope they didn't hurt you!
Sephiran: It is nothing to fret about. Everyone is safe, and that is what matters." - Brom and Sephiran, Fire Emblem: Path of Radiance
  21. "I received no trial but taken prisoner nevertheless. I was scheduled to be executed on the morrow. I owe you my life. I thank you from the bottom of my heart." - Sephiran, Fire Emblem: Path of Radiance
  22. "Sanaki: That is unacceptable. I will decide the soldiers' punishment only after hearing their side. And I have chosen to appoint Sephiran, Duke Persis, to lead the investigation team. Is that acceptable, Sephiran?
Sephiran: I hear and I obey, my empress.
Lekain: What?! But, but, Apostle Sanaki...
Sanaki: This is a dire situation. Accordingly, I judge the prime minister, Duke Persis, to be more suited to the role than you, Vice-Minister Lekain. That is all.
" - Sanaki, Sephiran and Lekain, Fire Emblem: Radiant Dawn
  23. "Before we begin, allow me to make a few things clear about the recent war between Begnion and the Laguz Alliance. When we received your letter stating that the senate had made scapegoats of the herons for the previous apostle's assassination, Prime Minister Sephiran and I decided to investigate the senate and prosecute them if needed. Then the senators made their move." - Sanaki, Fire Emblem: Radiant Dawn
  24. "Sigrun: General Zelgius, I... I carry an order from the senate. The cease-fire has been repealed. You are ordered to destroy the Laguz Alliance, and their allies as well.
Zelgius: What?! The enemy has already lost the will to fight! The apostle and Lord Sephiran would never agree to such a terrible plan!
    Sigrun: ...
    Zelgius: General Sigrun?
Sigrun: Lord Sephiran of Persis has been stripped of his titles as prime minister and head of the senate. He is currently under arrest and is charged with...committing high treason and fomenting rebellion.
Zelgius: No! Impossible! This is madness!
Sigrun: It doesn't end there. The apostle has gone into seclusion, with illness as the stated reason.
Zelgius: Damn it! They've been captured!
Sigrun: I've ordered my subordinates to find out where the apostle is, but I have yet to hear any word. General Zelgius, I beg of you, follow the senate's orders. Our friends' lives are at risk.
" - Sigrun and Zelgius, Fire Emblem: Radiant Dawn
  25. "Zelgius: My apologies for the long wait.
    Sephiran: Is the apostle safe?
Zelgius: She fled to Crimea, then exposed the senate's plots to the world. Currently, she leads the apostle's army through Daein and is preparing to storm the empire.
Sephiran: I see. Very well... It's time for us to make our move.
Zelgius: As you wish, my master.
" - Zelgius and Sephiran, Fire Emblem: Radiant Dawn
  26. "Lehran: Good morning to you, my goddess.
Ashera: What has happened? A thousand years have not passed. Why am I awoken early?
Lehran: Indeed, my goddess. You have been asleep for 780 years. During that time, the world kept its promise to you for a mere two hundred years, at best. It was as you said. Neither the laguz nor beorc could resist the urge to fight. They are too weak. Though there are 220 years left until the thousandth year, there is no longer any need to wait.
Ashera: Is that so? That is your analysis? Then I shall pass down my judgment. I will save them from themselves.
" - Lehran and Ashera, Fire Emblem: Radiant Dawn
  27. "At Lorazieh's urging, Sephiran lay himself down within Serenes, and was healed by the songs of the herons." - Ending, Fire Emblem: Radiant Dawn
  28. "Ashunera: How long has it been? A hundred years? Five hundred?
    Lehran: About twelve hundred years.
" - Ashunera and Lehran, Fire Emblem: Radiant Dawn
  29. "Ike: Sephiran? That monk we rescued from the prisons?
Sanaki: A monk, was it? His disguises are always so clever. It never ceases to amaze me. As always, he remains an enigma.
" - Ike and Sanaki, Fire Emblem: Path of Radiance
  30. "Sigrun: I once heard an explanation from a magic user that I know...He claimed that the spirits he employed flew before him and cleared the sand from his path. However, considering the source, I'm not sure how much of that is truth.
    Ike: Who was the source?
    Sigrun: Prime Minister Sephiran.
Ike: Would he play a joke like that?
Sigrun: Ha ha! Well, the prime minister is a very amusing man.
" - Sigrun and Ike, Fire Emblem: Path of Radiance
